The Ministry of Commerce and Industry has issued an order under the Bureau of Indian Standards Act, 2016. The new order replaces the earlier Safety of Household, Commercial, and Similar Electrical Appliances (Quality Control) Order. This order, issued on 06th April 2025, establishes a mandatory regulatory framework. Under this order, 90 categories of electrical appliances must obtain BIS Certification and display the ISI Mark. The order also has a revised and extended implementation timeline compared to the previous 2025 version.

 

What Does New QCO 2026 Mean?

The Safety of Household, Commercial, and Similar Electrical Appliances (Quality Control) Order, 2026 applies to all electrical appliances used in Household, Commercial, Similar application.  It applies to products if they have a voltage up to 250V (single-phase), a voltage up to 480V (other appliances), Direct current (DC) appliances, and Battery-operated appliances. The order is effective from 1st October 2026. The order will not apply to products that are already covered under any other QCO and notified for mandatory BIS Certification under other law.

Important Changes under Safety of Household, Commercial and Similar Electrical Appliances QCO

• All the specific products mentioned in the table must follow the relevant Indian Standard and have the BIS Standard Mark (ISI Mark). 
• Manufacturers must obtain a license from BIS under Scheme-1 of Schedule-II of the BIS Conformity Assessment Regulation, 2018. 
• Products that are made in India and only meant for export don’t need BIS Certification. 
• Only 200 units can be imported each year for R&D purposes with no need for a BIS certificate.
• Can't be sold or done anything but disposed of as scrap.
• The manufacturer must keep these records on a yearly basis and provide them to the Government upon request.
• Eligible for Goods manufactured in India and items imported before the implementation
• Allowance to the manufacturer holds a BIS Certificate, or the manufacturer has applied for a BIS Certificate
• The products can be sold, displayed, or offered for sale within 6 months of implementation, and the manufacturer must declare the stock with the BIS.
• If anyone doesn’t follow the recent guideline, they will be punished under the BIS Act, 2016.
