Overview of TEC / MTCTE Certification

The Telecommunication Engineering Centre (TEC) is part of the Department of Telecommunications of the Government of India and is responsible for developing national and international standards, specifications, and guidelines for telecommunications products in India.

TEC is the governing body responsible for testing and certifying the telecom equipment that is deployed to provide services in the various telecom networks throughout India. As part of this requirement, the Government of India has brought into effect a scheme for Mandatory Testing and Certification of Telecom Equipment (MTCTE) to ensure that all telecom equipment complies with Essential Requirements (ER) concerning safety, electromagnetic compatibility, security, and interoperability.

Role of TEC Certification in India

TEC has several primary functions within the telecom sector:

  • Administration: Administers the MTCTE process, ensuring compliance with technical, safety, and security standards before deployment in India.
  • Technical Standards: Releases Technical Standards & Specifications (Generic Requirement (GR), Interface Requirement (IR), Service Requirement (SR)) for all telecom equipment.
  • Lifecycle Management: Manages the entire lifecycle of MTCTE Certification (application processing, evaluation, testing coordination, issuance, modification, and renewal) through the online MTCTE portal.

Who Needs MTCTE Certification?

MTCTE certification is required by all stakeholders in the telecom supply chain:

OEMs: Original Equipment Manufacturers, both Indian and foreign, producing telecom equipment.
Importers & Dealers: Distributors importing telecommunication, networking, or ICT equipment into India.
Authorized Indian Representatives (AIR): Local representatives acting on behalf of foreign manufacturers.
Vendors & Suppliers: Companies supplying equipment directly to Indian telecom service providers.

MTCTE Certification Schemes

Under the MTCTE framework, telecom equipment can be certified through different schemes depending on compliance levels and testing requirements:

  • General Certification Scheme (GCS): Used for most telecom equipment and requires full testing against all applicable requirements.
  • Simplified Certification Scheme (SCS): Applies to selected products and involves reduced testing, resulting in a quicker certification process.
  • Provisional Certification: Granted when certain requirements are temporarily exempted. It is valid for 2 years.
  • Regular Certification: Awarded after full compliance with standards and is valid for 10 years for the sale, import, and use of products in India.

MTCTE User Registration & Workflow (2026)

To access the MTCTE portal, an applicant must set up a user account following strict verification processes:

Portal Registration Requirements

  • User ID Selection: Each Applicant must have a unique, permanent login ID.
  • Password Complexity: Must meet the security requirements established by the MTCTE portal.
  • Email & Mobile: Valid, active communication methods for critical application updates.
  • Verification via OTP: Required for secure authentication.
  • CAPTCHA Validation: Required during the initial application process.

MTCTE Application Workflow

Login & Application Start

Log in to the MTCTE portal, select the certification scheme, and accept the terms and conditions.

Product Details Submission

Provide complete equipment details including product name, model number, brand, interfaces, EUT specifics, hardware/software versions, and intended functions.

BOM Upload

Upload the Bill of Materials (BOM) as an Excel spreadsheet in the prescribed MTCTE format for technical verification.

Pre-Check Review & Fee Payment

The Technical Evaluation Committee reviews the BOM. Once cleared, pay the Administrative and Evaluation fees through the integrated BharatKosh (NTRP) portal.

Testing & Compliance

Submit existing test reports and select TEC-designated labs for testing. TEC reviews submissions and addresses queries directly through the portal.

Certificate Issuance

Once approved, receive the MTCTE certificate, allowing your product to be legally listed as certified and deployed in India.

  • • Manufacturing location details
  • • Contact details and MOU validity period
  • Note: MTCTE validity relies on the valid MOU period. Any changes must be updated on the portal.

Application Certification & Testing Paths

Option 1: Applicant Has Lab Reports

  • Submit a Self-Declaration of Conformity (SDOC).
  • Confirm compliance for each technical parameter.
  • Upload Test Reports (PDF only, within size limits).
  • Follow Annexure-VII for testing exemptions if applicable.

Option 2: No Lab Reports Available

  • Select a Certified Accredited Body (CAB) or RTEC.
  • Assign each technical parameter to the correct lab.
  • Decide test location (In-station/Out-station).
  • Manage scheduling, sample submission, and pay fees directly to the RTEC.

  • Determine eligibility for regular or provisional modifications.
  • Update the Bill of Materials (BOM) if required.

  • Submit renewal applications following current MTCTE guidelines to ensure continuity of compliance.
