Guidelines for Implementation of Migration

The Bureau of Indian Standards published new migration guidelines on March 9, 2026, regarding the updated safety standard IS/IEC 62368-1:2023. These guidelines are based on a notification by the Ministry of Electronics and Information Technology (MeitY) released on October 29th 2025, according to the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021.

 

IS/IEC 62368-1:2023 is a Standard that has been developed to apply to all audio/video devices, IT products and ICT devices in place of the two previous standards, IS 13252 (Part 1):2010, and IS 616:2017, which were utilized by manufacturers as the basis for registering products through the Bureau of Indian Standards/CRO (Compulsory Registration Order).

 

Concurrent Running Period for Old and New Standards for Migration to IS/IEC 62368-1

To help manufacturers and importers smoothly transition to the new standard, the government has allowed a concurrent running period. During this time, businesses can still obtain certification using either the old standards (IS 13252 (Part 1):2010 and IS 616:2017) or the new standard IS/IEC 62368-1:2023. 

This transition period will continue until 01 November 2028 for the listed product categories. After this date, the old standards will no longer be valid, and companies must comply only with IS/IEC 62368-1:2023 to obtain BIS registration.

Additional Compliance Requirements When Migrating to IS/IEC 62368-1:2023

If compliance with IS/IEC 62368-1:2023 in any registered model impacts the following compliance: 

  • IS 18112:2025 applies to Plasma/LCD/LED Televisions and Television Sets (categorised by entries 3 and 32 in the table). 
  • IS 16333 (Part 3):2022 for Mobile Phones (entry 16). 
  • Essential Requirements for IP-based CCTV Security Cameras (entry 24). Then the licensees must ensure that all applicable IS (or Essential Requirement) compliance is also included when submitting complete test reports for compliance with IS/IEC 62368-1.

 

Licensee Declaration Requirement for Non-Impacted Standards

If compliance with IS/IEC 62368-1:2023 does not impact the compliance with the following: 

  • IS 18112:2025 applies to Plasma/LCD/LED Televisions and Television Sets, 
  • IS 16333 (Part 3):2022 for Mobile Phones, 
  • Essential Requirements apply to IP-based CCTV Security Cameras,
  • The licensee shall provide a written claim and submit associated test reports in compliance with IS/IEC 62368-1:2023.

Guidelines for New Applicants

1) Applications that have already had samples submitted for testing at the laboratory or have had assessments issued to them according to IS 13252 (Part 1): 2010 or IS 616:2017 will be handled as if they were submitted under the prior standard.

2) Applications that will be registered in the future will be accepted and processed under either IS 13252 (Part 1): 2010 / IS 616: 2017 or IS/IEC 62368-1:2023. Applications can only be processed under the previous standard until the last date IS/IEC 62368-1:2023 is concurrently in effect. In such cases, the applicant must supply a signed declaration that they will implement IS/IEC 62368-1:2023 by the last date of concurrent use.

3) Effective after the last date of concurrent use of IS/IEC 62368-1:2023, no licence will be approved under IS 13252 (Part 1): 2010 or IS 616.

 

Guidelines for Change in Scope of Licence

In the event of a change in the scope of a licence, the provisions set out above for applicants will apply. However, any requests for changes in licence scope will only be processed according to IS 13252(Part1):2010/ IS 616:2017 until either the date on which the licensee switches over to IS/IEC 62368-1:2023, or the last date that IS/IEC 62368-1:2023 runs concurrently with IS/IEC 62368-1:2023. These guidelines will become effective immediately.

 

Conclusion

India's implementation of the new BIS guidelines for IS/IEC 62368-1 represents a major step toward modernising safety standards for audio/video, IT, and communication technology equipment. The former standard IS 13252 (Part 1):2010 and IS 616 will be phased out with the full implementation of IS/IEC 62368-1. A transition period is provided for all manufacturers and importers until November 1, 2028, during which they may use either the existing or the new standards for certifying their products. Businesses should begin the transition process sooner rather than later to facilitate compliance with the new standard.
