BIS Registration for Automatic Data Processing Machine IS 13252 (Part 1)

BIS Registration (CRS) for Automatic Data Processing Machine IS 13252 (Part 1)

IS 13252 (Part 1)

The Bureau of Indian Standards (BIS) mandates that all electronic devices covered under the Compulsory Registration Scheme (CRS) must be registered before they can be manufactured, imported, stored, or sold in India. Manufacturers producing Electronic Devices (ADPM) are required to obtain BIS certification to legally market their products in the country. Without this mandatory approval, ADPM devices cannot be distributed or sold in the Indian market.

The Automated Data Processing Machine (ADPM) is an advanced hardware system that collects, processes and stores large quantities of information at an extremely high speed and with an extremely high degree of accuracy. The ADPM consists of many different types of hardware, such as magnetic or optical readers, coded data transcription devices, and machines that can perform a virtually unlimited number of automated data operations with very little human effort. ADPMs can be used in every type of sector, including education, healthcare, research, entertainment and security.

Note: According to the recent update by the Central Government, the Indian Standard 13252 (Part 1) has been substituted by IS/IEC 62368 (Part 1). To know more, connect with the ERCS Team.

Key Specifications for Automatic Data Processing Machine Certification Under the CRS Scheme

Automatic Data Processing (ADP) Machines in India are certified under the Bureau of Indian Standards (BIS) Compulsory Registration Scheme (Scheme-II) based on the IS 13252 (Part 1) standard. The key specifications for this standard primarily focus on the safety of information technology equipment, including electronic business equipment.

An Automatic Data Processing (ADP) machine is a type of computer used for processing and storing large amounts of data. ADP machines are designed to perform a range of tasks, including data entry, data storage, data processing, and data output. The first ADP machines were developed in the 1950s and 1960s, and they were primarily used by large businesses and government agencies for tasks such as payroll processing, inventory management, and financial analysis. These early machines were typically large, expensive, and required specialised expertise to operate.

Key Aspects of IS 13252 (Part 1)

The Key aspects of the Automatic Data Processing Machine are given below. Let’s go through them to know more:

  • Protection against electric shock: Ensures proper insulation, earthing, and grounding to prevent users from getting shocked.
  • Protection against hazards: Covers overcurrent, short circuits, and insulation failures.
  • Low-voltage operation: Applies to equipment powered by AC/DC not exceeding 600V.
  • Flame-retardant materials: Requires components to be built with materials that resist flames.
  • Circuitry and ventilation: Mandates circuitry that prevents overheating and uses ventilation measures to assist in preventing fire hazards.
  • Mechanical strength: Products must withstand mechanical stresses and avoid sharp edges that could injure the user.
  • Acoustic and radiation safety: Limits the levels of harmful noise and radiation (electromagnetic, UV, etc.) exposure.

Prerequisites for Obtaining BIS Registration in India

Now, let’s go through the requirements for obtaining the BIS Registration for IS 13252 (Part 1):

  • Manufacturers - A BIS license is issued only to the manufacturer. An importer or Trader is not eligible to get a BIS license. An importer can be an Authorised Indian Representative (AIR) of a foreign manufacturer, and a permit will be issued to the Manufacturer.
  • Manufacturing Address – The Manufacturer has to mention the same address in the application as mentioned in the Business License. If a manufacturer has more than one manufacturing location, then a separate BIS license/Registration is required for each location.
  • Products - Each product Category/ Indian Standard requires a BIS Registration number. But if the same product category includes several models or series models, one License / Registration Number can cover all Series models of the same product category or lead model.
  • Brands / Trademarks – For Every/Each Brand or Trademark, a separate BIS Registration Number.

Procedure for Obtaining CRS Registration for IS 13252 (Part 1)

The steps for registering with the BIS differ for Indian manufacturers and FMCS. Let’s go over the steps for registration under the BIS CRS Scheme

Process for a Foreign Manufacturers Certification Scheme (FMCS):

The steps for registering with the BIS-CRS are detailed below:

1. Nominate an Indian Representative who shall act on behalf of the FMCS.

2. Account registration on the BIS Portal

3. Proceed to fill out the application form online.

4. Testing of Samples in a BIS-approved laboratory and test report upload on the BIS Portal.

5. Payment and Submission of Application

6. BIS will review your application.

7. If no query is raised, BIS will grant the license.

Process for Domestic manufacturers:

The steps from the domestic manufacturer's perspective:

1. Account registration on the BIS Portal

2. Proceed to fill out the application form online.

3. Testing of Samples in a BIS-approved laboratory and test report upload on the BIS Portal.

4. Payment and Submission of Application

5. BIS will review your application.

6. If no query is raised, BIS will grant the license.

Documents Required For BIS Registration Of Automatic Data Processing Machine

BIS demands several documents for registration of  IS 13252 (Part 1), as shown below:

  • Business License (Manufacturing Unit Address Proof with scope of business in original and English translation)
  • Component details  (CCL Format)
  • Trademark Certificate
  • KYC Documents of Authorized Indian Representative (AIR)
  • Authorised Signatory details of Manufacturing Unit (Name, Designation, Contact number, Email ID)
