BIS Extension of Implementation Date for IS 302


The Bureau of Indian Standards (BIS) has extended the implementation deadline for the revised Indian Standard 302 (Part 1) to February 23, 2027. Giving manufacturers more time to adapt to updated safety requirements for household appliances under the BIS Scheme I. The extension in the implementation of the revised version means that the older IS 302-1:2008 standard remains valid until February 23, 2027. After this date, only the new standard will apply. If a transition undertaking is provided, then BIS offices will process existing applications under the old standard.

 

Only the deadline for the revised Indian Standard has changed; the rules and conditions remain the same as mentioned in the original circular dated 27th November 2024.

 

Details of the Extension Order of IS 302 (Part 1)

The extension order of revised standard IS 302 Part-1: 2024 applies to adaptors for household and similar electrical appliances under the BIS Certification in India. BIS has notified that the revised standard will become mandatory from 23rd February 2025, replacing the older version IS 302-2:2008. The order has been passed to provide sufficient time for manufacturers and importers to align their products with the updated safety requirements. BIS extended this deadline first to 23rd February 2026. Further, the latter has again extended to 23 February 2027. 
During this extended transition period, manufacturers are allowed to continue compliance under the older standard, subject to BIS guidelines. All other provisions, procedures, documentation requirements, testing conditions, and labelling norms will remain unchanged, as specified in the original circular dated 27 November 2024.

 

BIS offices will continue to process existing or pending applications based on the old standard, provided a transition undertaking is submitted by the applicant. After the final cut-off date, compliance with IS 302 (Part 1) will become mandatory, and applications based on the older standard will no longer be accepted.

 

Key Compliance Requirements Under IS 302 (Part 1)

The following requirements remain unchanged:

  • Mandatory BIS Certification: Products covered under IS 302 (Part 1) must continue to be registered under the BIS Certification. 
  • Documentation Requirements: Submission of mandatory documents such as the BIS application form, CDF/CCL, test report, technical documents, factory details, and authorisation letters remains compulsory.
  • Product Marking and Labelling Norms: Products must continue to carry the ISI Mark, registration number, and required safety information exactly as prescribed by BIS.
  • Factory and Brand Approval Process: The registration remains factory-specific and brand-specific, and any change in manufacturing location or brand ownership requires prior BIS approval.

 

What Manufacturers and Importers Must Do After the Final Implementation Date? 

The following steps exist for manufacturers and importers who want to achieve compliance:

  • From the final cut-off date onward, products must obtain BIS Certification India for IS 302 (Part 1).
  • Products must be tested according to the revised requirements at a BIS-recognised laboratory, and the test report must clearly reference IS 302 (Part 1).
  • Manufacturers need to update their BIS Certification by applying for new registration or amendments under the revised standard.
  • All market-ready products that distributors introduce after the final date must display their correct ISI Mark and registration number.
  • All technical documents, including user manuals, safety instructions, schematics, and component lists, must be updated to align with the revised standard.

 

Conclusion

The extension of the implementation period for the new IS 302 (Part 1): 2024 / IEC 60335-1:2020 regulation under the ISI Mark Certification gives manufacturers and importers more time to implement the new safety regulations. BIS extended the deadline to assist companies with the standard adoption process and to maintain their current manufacturing and import operations.

 

The only aspect of the project that received extra time from the project manager is the implementation schedule. The original BIS circular requires organisations to follow all existing compliance requirements, together with testing procedures, documentation and marking obligations. Organisations will still accept IS 302-1:2008 as their standard until BIS guidelines stop its use during the transition period.
