The Ministry of Commerce and Industry (through its Department for Promotion of Industry & Internal Trade)  on 19 May 2025, after consulting with the Bureau of Indian Standards (BIS), published an additional regulation pursuant to Section 16 of the Bureau of Indian Standards Act of 2016 (the BIS Act) which was the previous Safety of Household and Other Electrical Appliances (Quality Control) order 2024.

This order was created in the interest of public safety and the quality of electrical equipment. This (QCO) 2025 order is known as the Safety of Household and Other Electrical Appliances (Quality Control Order) 2025 and will be effective from 19 March 2026.

The DPIIT published the notification for this (QCO) order 2025 on May 19, 2025. This order replaces the 2024 version, the QCO 2024 order, and establishes that the majority of electrical appliances must have the BIS ISI Mark before they can legally manufacture, import or be sold in India.

Key Provisions and Scope

The new order covers all electrical appliances that are intended for household, commercial and similar uses; any manufacturer or importer of these products should be aware of this order since it will apply to any electrical appliance that has a maximum operating voltage of:

  • Up to 250V (Single Phase) or 480 V (All Other) for DC power from batteries and direct connection to AC electricity;
  • All batteries having a maximum voltage rating up to 480V will fall under this order.
  • The new order establishes maximum voltage requirements for all batteries powered by electricity and also all appliances powered by batteries. 
  • Failure of any appliance manufacturer or importer to comply with the terms of this order may subject them to severe penalties under the
  • Bureau of Indian Standards (BIS) Act, 2016. 
  • The BIS has established compliance with the Bylaws of the Bureau of Indian Standards (BIS) for all electrical appliances according to the type and the voltage ratings established by this order.

Which Appliances Are NOT Covered?

The order does not apply to:

  • Electrical appliances are already covered under any other Quality Control Order
  • Products that are already required to have mandatory BIS certification under any other law
  • Mandatory BIS Certification Requirement
  • All electrical appliances listed in the official table of the order must:
  • Follow the specified Indian Standards
  • Carry the BIS Standard Mark
  • Obtain a BIS licence under Scheme-1 of the BIS Conformity Assessment Regulations, 2018

 

Important Exemptions Under the Order

1. Export Only Products:

Electrical appliances manufactured for export in India are not subject to the requirements stipulated in this order.

2. Micro and Small Enterprises:

Micro and small enterprises must comply with Indian Standards as detailed in the dates provided separately within this order.
Additional time is afforded to micro and small enterprises for compliance.

3. Import for Research and Development:

Manufacturers may import no more than two hundred units per year (200) for use in research and development. Products that have been imported by manufacturers for research and development:

  • Cannot be sold; they are not for commercial sale.
  • Must be disposed of as scrap once no longer required.
  • Must be properly recorded on a year-by-year basis.
  • Records must be provided to the government if requested.

 

4. Stock On Hand Before Implementation:

Products produced or imported into India before the date of implementation of this order are exempt if:

  • The manufacturer has received or is in the process of receiving a certificate from the Bureau of Indian Standards (BIS). 
  • The Manufacturer is allowed to sell products on hand for no longer than six (6) months from the date of implementation of this order. 
  • It will be the responsibility of the Manufacturer to make this declaration and to provide to the BIS information regarding such stock.

 

5. Timeline for General, Small, and Micro Enterprises: 

Below, you can go through the given timeline for different Enterprises. 

  • Date of implementation in general (other than micro and small enterprises): 19th March, 2026
  • Date of implementation for small enterprises: 19th June, 2026
  • Date of Implementation for Micro Enterprises: 19th September, 2026

 

What This Order Means for Businesses

Manufacturers and importers of household and commercial electrical appliances should:

  • Check whether their products fall under this order
  • Apply for BIS certification well before March 2026
  • Keep proper records for exemptions like R&D imports and existing stock

 

Conclusion

The Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025 was issued to increase product safety while still allowing businesses the flexibility to meet compliance. An exemption list and a future implementation date have been made available so that consumers can feel protected and businesses can operate easily.
