Guidelines under Cookware, Utensils, and Cans for Foods and Beverages QCO

All Manufacturers and Importers of aluminum utensils and beverage cans must follow a few guidelines, such as:

  • Must obtain BIS Certification India before selling or distributing Cookware, Utensils, and Cans for food and beverage products in India
  • As proof of compliance, clearly display the BIS Standard Mark on the product

Exceptions to the order include the following:

  • Export: Products manufactured for export purposes do not need to carry the Standard Mark
  • Old Stock: Products manufactured or imported before the implementation date can be sold up for 6 months, provided that the manufacturer or importer declares this stock to BIS and gets it certified by a Chartered Accountant.
  • Filled Goods: Products that are already filled with liquid, gas, or solid while imported are not affected.
  • Research & Development: Manufacturers must import up to 200 items per year for R&D purposes. These items can’t be sold commercially and must be disposed of properly, with accurate records maintained for government review.

Implementation Dates for Compliance

This provides small businesses sufficient time to meet standards while gradually aligning the entire market:

  • General Manufacturers: 1st October 2026
  • Small Enterprises: 1st January 2027
  • Micro Enterprises: 1st April 2027

  • Companies follow regulated standards, hencea  better quality of their products
  • Exporters keep their quality at the same level for international markets

What Should Manufacturers and Sellers Do?

In light of the new BIS order, companies have to take the following actions:

  • Begin to consider the issue of certification for aluminium utensils and cans for drinks by BIS
  • During the 6 months allowed, make sure that BIS is notified of any old stock that is still for sale legally
  • Set up a timeline for the implementation dates, depending on their business size
  • Keep the records of any research and development imports for the purpose of reporting to the government
  • Stay up to date with BIS communication so as to be compliant with any new provisions that may come into effect.
