The Ministry of Commerce and Industry, on 4 December 2025, published a new version of the Hand Tools (Quality Control) Order, 2025. This order was created in accordance with Section 16 of the Bureau of Indian Standards Act, 2016 and will supersede the previous Quality Control Order, but actions taken under the previous order will remain valid. The purpose of this revision was to provide greater assurance for public safety and to provide greater uniformity within the hand tools industry, as discussed in partnership with the Bureau of Indian Standards.

 

All specified hand tools must now be compliant with the appropriate Indian Standards, must carry the BIS Standard Mark, and must be produced under a valid licence issued in accordance with the Scheme-I (BIS Conformity Assessment Regulations, 2018). This new order will be in effect on October 1, 2026.

 

Key Aspects of Hand Tool (Quality Control) Extension Order 

Let's review the basic points from the recent order: 

  • Indian Small and Micro-enterprises (defined by the Micro, Small and Medium Enterprises Development Act of 2006) are required to comply with Specific Indian Standards starting on the specific dates.
  • Manufactured goods or products within India for export are not included within this Order.
  • R&D Materials (raw materials used in developing new tools) can be imported for testing, but they are limited to 200 of the same products imported by Hand Tool Manufacturers for R&D and must never be used for resale.
  • The imported materials must be disposed of as scrap after the intended use.
  • Manufacturers must maintain an annual tracking of all of the R&D materials exported as scrap and must be prepared to produce this record upon request from government entities.

 

Compulsory Use of Standard Mark

These dates provide when businesses in each category will be required to begin using the BIS Standard Mark on their products. In accordance with the mentioned dates, the use of the Standard Mark (ISI Mark) will become compulsory from:

  • General implementation date (for all enterprises except small and micro): 1st October, 2026
  • Implementation date for small enterprises: 1st January, 2027
  • Implementation date for micro enterprises: 1st April, 2027

Additional Provisions Under the Extension Order

The BIS Certification and Enforcement Authority for all Goods/Articles as mentioned in this Table will be the Bureau of Indian Standards (BIS). In addition, the Latest Version of Indian Standards and Amendments, as published by the Bureau of Indian Standards (BIS), will be the authority for this Table. Any violation of the provisions of this Order by a person shall be punishable under the Bureau of Indian Standards Act, 2016.

The revised Quality Control Order is a strong indication of its commitment to improving the safety, standardisation and reliability of all products manufactured in the hand tool industry. By making BIS certification compulsory for hand tools, the Government is ensuring that only those tools that meet industry safety and quality standards will be allowed to be sold in the Indian market.


Overall, this QCO is designed to promote better quality control, support innovation by giving greater flexibility to R&D of new hand tools, create a level playing field for manufacturers and protect the interests of consumers. Manufacturers are strongly advised to begin preparing now for the compliance dates, familiarise themselves with the Indian Standards that apply to them, and put in place a plan to ensure full compliance to avoid any penalties pursuant to the BIS Act of 2016.
