The Ministry of Commerce and Industry, on 4 December 2025, published a new version of the Hand Tools (Quality Control) Order, 2025. This order was created in accordance with Section 16 of the Bureau of Indian Standards Act, 2016 and will supersede the previous Quality Control Order, but actions taken under the previous order will remain valid. The purpose of this revision was to provide greater assurance for public safety and to provide greater uniformity within the hand tools industry, as discussed in partnership with the Bureau of Indian Standards.
All specified hand tools must now be compliant with the appropriate Indian Standards, must carry the BIS Standard Mark, and must be produced under a valid licence issued in accordance with the Scheme-I (BIS Conformity Assessment Regulations, 2018). This new order will be in effect on October 1, 2026.

The BIS Certification and Enforcement Authority for all Goods/Articles as mentioned in this Table will be the Bureau of Indian Standards (BIS). In addition, the Latest Version of Indian Standards and Amendments, as published by the Bureau of Indian Standards (BIS), will be the authority for this Table. Any violation of the provisions of this Order by a person shall be punishable under the Bureau of Indian Standards Act, 2016.
The revised Quality Control Order is a strong indication of its commitment to improving the safety, standardisation and reliability of all products manufactured in the hand tool industry. By making BIS certification compulsory for hand tools, the Government is ensuring that only those tools that meet industry safety and quality standards will be allowed to be sold in the Indian market.
