The Ministry of Chemicals and Fertilisers (Department of Chemicals and Petrochemicals) released major changes to regulations on 5 January 2026, in the form of the Quality Control Order (Amendment) 2026. The Amendment Orders apply to three classes of woven sacks as specified in the original QCOs that were introduced in 2023.

 

The purpose of the Amendment Orders is to delay the required implementation of the Bureau of Indian Standards Compliance requirement for a specified period. The amended date will provide manufacturers and importers with more time to ensure their products comply with the aforementioned Indian Standards.

 

BIS Quality Control Amendment Orders, 2026 – Overview

Three different orders published by the Government of India have been issued in order to amend the original Quality Control Orders. The amendments will be effective immediately following publication in the Gazette; however, the compliance date has now been extended until 6th October 2026 due to public interest requirements. All of these changes were made under Sections 16, 17, and 25(3) of Chapter II of the Bureau of Indian Standards (BIS) Act.

 

Major Updates Under the QCO Amendment Order for Woven Sacks

Below are the three major updates by the Bureau of Indian Standards about the Woven Sacks:

1. The First Amendment applies to High-Density Polyethene (HDPE) and/or Polypropylene (PP) bags used to package 50 kilograms of cement. The Textiles - HDPE / PP Woven Bags for Packaging 50 Kg Cement (Quality Control) Amendment Order, 2026, is the Government of India's replacement of the enforcement clause with an amended version of the 2023 Order and establishes a new implementation date for this product category. The Quality Control Order for this Product Category will now begin on 6 October 2026.

 

2. The second change for Polypropylene, specifically woven, laminated polypropylene sacks for packaging 50 kg of cement, is an amendment to the use of PP Woven, laminated Block bottom valve bags as a method of packaging cement. The Textiles-PP Woven, Laminated, Block Bottom Valve Sacks for Packaging 50 kg Cement (Quality Control) Amendment Order 2026 has extended the date by which consumers must comply with the original compliance date. The date when this change will be enforced is now 6 October 2026.

 

3. The Third Amendment covers the envelope that is created when using polypropylene (PP) or HDPE laminated woven bags for sorting, storing, transporting, and delivering mail. In the Textiles - PP/HDPE Laminated Woven Bags for Sorting, Storing, Transporting, and Delivering Mail (Quality Control) Amendment Order, 2026, the commencement date on the original QCO has also changed. Change the Implementation Date When the QCO becomes required to use October 6, 2026.

 

Impact of the Amendment on Industry Stakeholders

The added time period given to implement the Enforcement Date is of great importance to manufacturers, importers and suppliers of woven sacks. During this time frame, manufacturers will be able to: 

  • Submit applications for BIS certification based on the relevant Indian Standards
  • Perform product testing within BIS-recognised labs
  • Enhance their manufacturing procedures as well as improve their overall quality assurance/control processes
  • Finalise the necessary documentation and formalities for compliance
  • Manage their inventories and supply chains to align with the Requirements of the QCO.

 

What Manufacturers and Importers Should Do Now

With the compliance deadline being extended, now is not the time for those working within that certification area to wait until later to start their preparation. There are three parts to obtaining a BIS Product: Product Testing (if applicable), Factory Examination (if applicable), and a Document Review. The efficiency of the approval process can be increased by beginning the process early. Companies that plan to produce and sell products made from woven fabric materials are encouraged to follow the BIS's latest guidance and start the process of obtaining BIS Certification before 6 October 2026.
