In a major step aimed at improving product quality and safety standards in the steel industry, the Government of India Ministry Of Commerce and Industry has notified the Iron and Steel Pipes, Tubes & Fittings Drafted (Quality Control) Order, 2025. This order has been issued under the Bureau of Indian Standards (BIS) Act, 2016, and specifies that all notified products shall conform to the relevant Indian Standard and then bear the Standard Mark (ISI mark) issued by the BIS.   

The order is intended to prevent the distribution of substandard products, help build consumers' trust in the reliability of Indian made products, and harmonize Indian manufacturing with the best practices followed worldwide. The order applies to all manufacturers and importers, while allowing micro and small enterprises additional compliance time. The Order does not apply to items made for export, and a limited number of items imported for research and development reasons.

Iron and Steel Pipes, Tubes & Fittings (Quality Control) Draft

This Quality Control Order (QCO) comes into effect on the date of publication in the Official Gazette and requires all iron and steel pipes, tubes, and fittings mentioned in the order to:

  • Comply with relevant Indian Standards (IS codes)

  • Display the Standard Mark (ISI mark)

  • Be certified as specified under Scheme-I of the BIS Conformity Assessment Regulations, 2018

In summary, only BIS-certified products with the Standard Mark shall be allowed for sale to ensure better quality and uniformity in the market.

Who Needs to Comply with the New QCO?

This Iron and Steel Pipes, Tubes & Fittings (Quality Control Order) 2025 applies to all manufacturers (domestic or importers) producing or selling the specified goods. Micro and small enterprises get extended timelines to comply — exact dates will be listed in the table of the notification. Export products are exempt from this order. R&D Imports: A maximum of 100 units per year can be imported without BIS certification for R&D purposes only, and cannot be sold commercially.

Enforcement & Compliance

The Bureau of Indian Standards (BIS) is the official certification and enforcement authority. Non-compliance may lead to penalties under the BIS Act, 2016, including fines and prosecution.

When Iron and Steel Pipes, Tubes & Fittings (QCO)  Come Into Effect? 

Date of implementation (Quality Control) Order:

  • In General: 6 months from the date of notification in the e-Gazette

  • For Small Enterprises: 9 months from the date of notification in eGazette 

  • For Micro Enterprises: 12 months from the date of notification in eGazette
