The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), has released a draft Quality Control Order (QCO) Aluminium Alloy miscellaneous products (Quality Control) Order, 2025, requiring BIS Certification for certain aluminium alloy products under specified Indian Standards. The intent is to provide the highest standards of safety, product reliability, and assurance of quality specifications for products in the Indian market.

Mandatory BIS Certification for Aluminium Alloy Miscellaneous Products

Following the QCO, the following products need to comply with relevant Indian Standards (IS) and bear the Standard Mark (ISI mark) issued by the Bureau of Indian Standards (BIS) under Scheme-I of Schedule II of BIS (Conformity Assessment) Regulations, 2018:

Coverage and Exemptions: The order covers all manufacturers; however, implementable timelines will vary depending on the size of the business. The order does not cover goods made solely for export.

Product Use Cases

1. Aluminium Alloy Milk Cans – IS 1825

The milk cans are compulsory as they do not corrode, they are very light and durable. Ensuring they are better with BIS Certification as this guarantees hygiene, facilitates the transportation of the product and improves consumer safety.


2. Aluminium Alloy Hardeners (Master Alloys) – IS 2047
In this standard, the alloys are master alloys used as a means to introduce specific alloying elements (e.g., boron or titanium) into aluminium during the alloying process. These alloys produce metallurgical benefits related to strength, conductivity, grain refinement, etc.


3. Aluminium Alloy Redraw Rods – IS 9997
Specifically, these rods are used as a raw material for wires and cables made for electrical applications. If the rods conform to BIS standards, it can be ensured that it will ultimately provide quality electrical conductivity, mechanical strength and surface quality of sections down in the processing chain.

Legal Authority & Enforcement

The QCO is issued under the Bureau of Indian Standards Act, 2016, through Section 16, with Section 17 and Subsection (3) of Section 25. It has come through discussions with BIS, to the public interest of improved quality assurance. 

Certifying & Enforcement Authority: 

The Bureau of Indian Standards (BIS) will be the certifying and enforcing authority for the implementation of this order.

Punishments For Non-Compliance

Any manufacturer found to violate the provisions of this QCO will face penalties under the BIS Act, 2016, for operating without certification or misuse of the ISI mark.

Conclusion

The Draft QCO 2025 on Miscellaneous Products made from Aluminium Alloys is a decisive action by the Indian government to standardise product quality, protect consumers, and prevent the import of poorly made products. Industries will want to begin their application for BIS Certification months before the QCO enforcement deadline, and those not aware of the specific BIS Standards, such as in the dairy, metallurgy, and electrical industries, would assume they have time to decide.
