BIS Certification and ISI Mark Requirements Under the Hand Tools (Quality Control) Order, 2026
Under the Hand Tools (Quality Control) Order, 2026, hand tools listed in the notification must meet the relevant Indian standards and carry the BIS Standard Mark under a valid BIS license. The certification requirement is specified in Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.
The following requirements apply to the products covered under the Order:
- The product must comply with its applicable Indian Standard.
- The manufacturer must obtain the required BIS license.
- The product must carry the Standard Mark as permitted under that license.
- The applicable standard, including notified amendments, must be followed.
- Manufacturers and importers should identify the applicable Indian Standard and relevant implementation date for their products to prepare for compliance.
What is the deadline for Hand Tools QCO 2026 compliance?
The Hand Tools QCO 2026 comes into force on the date of its publication in the Official Gazette. However, the mandatory compliance dates in its table are different for general businesses, small enterprises, and micro enterprises.
The implementation schedule is as follows:
- General enterprises: 1 April 2027 (All enterprises other than micro and small)
- Small enterprises: 1 July 2027
- Micro enterprises: 1 October 2027
These dates apply to the hand tools listed in the Order and the enterprise categories as defined under the Micro, Small and Medium Enterprises Development Act, 2006.
What should manufacturers do? Businesses should identify their covered products, confirm their applicable Indian Standards, assess their enterprise category, and begin BIS certification preparations well before their relevant implementation date.
Who Needs to Comply With the Hand Tools QCO 2026?
Some of the key entities that may need to review their obligations include the following:
- Indian Manufacturers: Firms manufacturing any of the nine covered hand tool standards must review their BIS certification obligations.
- Foreign manufacturers: Those exporting covered products to India should review their obligations under BIS licensing requirements.
- Importers: Firms importing the covered hand tools must ascertain whether the imported hand tools comply with Indian Standards and QCO requirements.
- Small & Micro Enterprises: Enterprises classed as small or micro under the MSMED Act 2006 have later deadlines: 1st July 2027 and 1st October 2027, respectively, but must still comply.
Exemptions Under the Hand Tools (Quality Control) Order, 2026
There are two specific exemptions provided in the Notification that businesses need to know about.
- Hand Tools Manufactured in India for Export: The Order shall not apply to the manufacture of any goods or articles manufactured domestically for export.
- Import of up to 200 Units for Research and Development: Manufacturers of hand tools may import up to 200 units of goods or articles per year for R&D purposes, subject to the conditions set out in the Order.
The conditions are as follows:
- The exemption is for research and development purposes.
- The permitted quantity is limited to 200 units per year.
- The imported goods should not be sold for commercial use.
- The goods must be disposed of as scrap
- The manufacturers have to maintain year-wise records.
- Provide records to the concerned government authority if needed.
What is the Penalty for violating the Hand Tools QCO 2026?
Under clause 4 of the Hand Tools QCO 2026, any person violating the order is punishable in accordance with the provisions of the Bureau of Indian Standards Act, 2016.
The manufacturers and suppliers should identify their compliance responsibilities before the deadlines. The Order makes no provision treating a pending certification as an exemption, so the license and standard mark should be placed by the implementation date.
Conclusion
The Hand Tools QCO 2026 re-notifies and updates mandatory BIS certification requirements for nine hand tool standards, replacing the 2025 Order. The implementation starts on 1 April 2027 for businesses that are covered under the general deadline. Manufacturers and importers should identify the applicable Indian standard and plan their certification activities in advance.
