This is to notify you that the Bureau of Indian Standards Act 2016 (11 of 2016) has issued the Draft Bearings Components and Accessories (Quality Control) Order, 2025, on behalf of the Government of India. From the publication of this notification in the official gazette, it will apply to all companies, distributors, exporters, new applications, and licenses currently in effect. This directive was given by the Department for Promotion of Industry & Internal Trade of the Ministry of Commerce and Industry to promote businesses and trade.

 

Overview For BIS QCO for the Bearings, Components and Accessories

We feel obliged to inform you about an important update on the Indian Standard for Bearings, Components, and Accessories (Quality Control) Order, 2025. This update applies to all existing license holders, new applicants, producers, importers, and product dealers, ensuring compliance with the latest regulatory requirements.  As you can see below, a list:

The following Indian standards must comply with the QCO's requirements:

 

Requirements for Compliance

The applicable Indian Standard specified in the Quality Control Order must adhere to the rules and regulations mentioned in Draft Bearings, Components, and Accessories (2025) QCO.

  • Standard Mark:

The Bureau of Indian Standards (BIS) mark of conformance, which is granted under a license acquired by Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018, shall be present on goods listed in the QCO.

  • Application:

Micro, small, and medium-sized businesses, as defined by the Micro, Small, and Medium Enterprises Development Act, 2006 (27 of 2006), must adhere to these Indian Standards.

  • Exemptions:

The following conditions apply to the import of goods or articles for research and development by bearing component and accessory manufacturers:

1. Excluded Quantity: Importing up to 200 goods or articles for research and development in a single year is not permitted under this QCO.

2. Prohibition of Commercial Sale: The authorized goods shall never be sold commercially.

3. Condition of Disposal: Such goods can only be disposed of as scrap upon use.

4. Record-Keeping Requirement: The manufacturer must record the imported goods or articles year by year.

5. Compulsory Reporting: The manufacturer will furnish these records to the Central Government as required. This exclusion is in strict compliance with the aforestated conditions.

NOTE: Nothing in this order applies to domestically produced commodities or articles intended for export.

 

Implementation Timeline

Following its publication in the Official Gazette, the  Draft Bearings Components and Accessories (Quality Control) Order 2025 will immediately go into force. Under this directive, the BIS Certification India and the enforcement body shall be the Bureau of Indian Standards (BIS).

 

Penalties for Failure to Comply

Penalties under the 2016 Bureau of Indian Standards Act will apply to noncompliance with this directive.
