On September 27, 2025, the Ministry of Steel issued a notification allowing a temporary exemption from obtaining a No Objection Certificate (NOC) for the import of 52 specialty steel grades used in various sectors of national importance. This comes after various ministries and government organizations approached the ministry and brought to its attention on requirements for specific steel grades in defence, aerospace, nuclear, and infrastructure.   • Eligibility Restrictions: The exemption only applies to those who meet all three criteria of quota, end use, and user designation. Others remain under normal QCO requirements. 
  • Validity: The exemption is only valid for six months. After six months, the NOC requirement for the steel will automatically resume unless an extension has been received. 
  • Compliance Obligations: The documentation supporting the exemption must be accurate and verifiable documentation for each exemption, including evidence of the usage quota, end-use declarations, and user designation eligibility. 
  • Risk & Misuse: Any misuse of the steel exemption, including diversion to non-strategic sectors and unauthorized users, will be subject to enforcement action.
