The Government of India has issued an important notification for major industries. As per the order issued by the Ministry of Steel on September 27, 2025, the No Objection Certificate (NOC) has been introduced for the import of 52 specified special grades of steel. The NOC exemption enables the import of high-grade steel, supporting the domestic industries of Defence, aerospace, electronics, renewable energy, oil & gas, automotive, and mining for the timely availability of special grades of steel in respective industries. 

This exemption is valid for a period of 6 months, for a limited quantity of imports, and for specified users only. After a period of six months, the government will assess the grades of steel and quantities. The initial exemption will help speed up the projects, promote advanced manufacturing, and boost India’s growth in key sectors. Exemption from mandatory NOC for eligible entities

The exemption consists of many important highlights for Steel Product Manufacturers. Let's go through some important points to remember: 

  • Exemption from NOC for Steel Imports: 52 grades of specialized steel have been exempted from obtaining a No Objection Certificate (NOC) for import by the Ministry of Steel.
  • Exemption for Strategic Sectors: The exemption is intended to facilitate imports for strategic sectors based on requests from various ministries and government departments and includes the following sectors: defense, aerospace, electronics, renewable energy, oil & gas, automotive, and mining.
  • Validity Period: The exemption is valid for a period of six (6) months from the date of issue of the order. After six months, the steel grades and quantity of imports listed will be subject to review.
  • Restricted to Specific Use and Users: The exemption is restricted to the end use and end users in the order's provisions, and restricted to the quantity authorized by the steel grade in the order.
  • Approved: The order is issued by the Competent Authority.

Importance & Benefits of Exemption

The order was passed to help the strategic sectors; there are many other important benefits of this order for manufacturers and importers. Let’s know each point:

  • To support national strategic sectors – Sectors that will have an urgent requirement for specialized steel grades and do not have sufficient domestic supply/capacity.  
  • Avoid Delays- To reduce delay and regulatory burden in obtaining a NOC for grades needed for strategic uses, and to facilitate imports of steel grades required for critical projects.  
  • High Quality Specialized Steel- Specialized steel is critical for national defence, clean energy, and advances in the automotive and electronics sectors. The exemption makes sure that the supply of specialized steel is not interrupted for the sectors.  
  • Atmanirbhar Bharat- The order supports project activity connected to national security and to Atmanirbhar Bharat by ensuring the timely availability of materials of high quality.  
  • Urgent Requirement-  The 6-month validity ensures that the process is appropriately focused, temporary, and reviewable by providing the government with flexibility to respond to urgent needs.

 

Risks & Limitations of Exemption from NOC

As a manufacturer, you must be worried about the risks and limitations of Exemption. Let’s know the limitations of the new notification: 

  • Strict Limits: If your end user/use case/sector does not fall within the "designated" parties, you are likely not permitted to import.  Importing without proper matching would lead to chaos or fines.  
  • Temporary Derogation: Six months - at the end of six months, unless we advise you to continue, you will revert to NOC, meaning that you need to schedule out your imports accordingly - and the same will apply to your end users. 
  • Compliance: Even where you receive an exemption, you will likely need documents (i.e., quotas, end-use, status of a designated end user) to take advantage of the exemption. 
  • Non-eligible Use: Goods may be imported under the exemption and diverted or illegally transported to a non-eligible use or end user, with consequences.
