The Bureau of Indian Standards has issued the second amendment of Hand Tools (Quality Control Order), under the authority of Section 16 of the BIS Act, 2026. The Ministry of Industry and Commerce has issued this document. This order mandates that various hand tools must conform to the relevant Indian Standards and display the BIS Certification mark. It took effect on October 1, 2025, and is designed to ensure that hand tools sold in India meet quality and safety standards.
The Order applies to manufacturers, importers, and suppliers of hand tools listed in the Table annexed to the QCO. It is necessary to have compliance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
Column (2) of the Table contains products that require compliance with the BIS Standard under scheme-1 of Schedule-II. This does not apply to products made in India for export.
Additionally, hand tool manufacturers can import up to 200 products each year for research and development. These products must be kept for research and development and must not be sold. After this, the products must be scrapped. Manufacturers will maintain records of these products on an annual basis and must be ready to provide those records on request from the government.
