Indian Standard: IS 16242 (Part 1)

Order Issue Date: 02 Nov, 2025

Implementation Date: 17 Nov, 2025

The Bureau of Indian Standards (BIS) has made an important announcement with respect to the revised standard IS 16242 (Part 1), which is aligned with the relevant international adaptor standard IEC 62040-1:2017, along with AMD 1:2021 and AMD 2:2022, into the new Common Standard Version or CSV. These standards are intended to enhance the quality and reliability of UPS Systems (Uninterruptible Power Supply), complying with national and global safety and performance standards. On August 21, 2025, BIS issued a circular regarding the implementation of IS 16242 (Part 1):2025/ IEC 62040-1:2017. However, the most recent circular dated October 10, 2025, is extended by the BIS. Manufacturers shall read through all guidance, as compliance will be required for the proper products. Let’s explore this further.

Key Update: Extension of Implementation Date

BIS has updated us that the implementation date for IS 16242 (Part 1): 2025 / IEC 62040-1:2017 + Amd 1:2021 + Amd 2:2022 CSV has been extended to 19 November 2026. As a result, additional time will be given to allow manufacturers, importers, and other stakeholders to update their products, processes, and compliance actions accordingly.

This adjustment to the timeline is part of BIS’s continuing efforts to ensure the law and standards are applied and adopted smoothly into practice relating to international and national standards. All other terms and conditions of the previous circulars remain unchanged.

What is IS 16242 (Part 1): 2025 / IEC 62040-1:2017?

IS 16242 (Part 1):2025 is the Indian version of the IEC 62040-1 standard for safety and performance requirements for UPS systems. It also includes amendments from 2021 (AMD1) and 2022 (AMD2), which support the latest technical modifications to enhance the safety, reliability, and efficiency of UPS products.

Guidelines from BIS for implementing this standard are important for:

  • Manufacturers: To design and produce UPS systems to meet up-to-date safety and performance requirements.
  • Importers: To ensure imported UPS systems meet the Indian requirements for safety and performance.
  • Consumers: To ensure that the UPS products they purchase in the market have been designed and fabricated in accordance with an international standard for safety.

Allowing additional time for the implementation date permits stakeholders to complete testing for product testing, certification, and documentation without concern for haste to maintain compliance in their supply chains.

Why the Extension is Important

Let’s go through the points to know the importance of the new BIS Guidelines for BIS CRS Registration

  • Extended Time for Compliance: When implementing new standards, it is often necessary to replace parts of or upgrade manufacturing processes, test products, and obtain BIS certification. The date of 19 November 2026 gives the business ample time to comply with all elements of the standard.
  • Alignment with International Standards: Any changes that occur in IS 16242 Part-1 will reflect new international benchmarks established in IEC 62040-1: 2017. By extending the time period of compliance, and we believe even in the enterprise agreement itself, BIS now allows for Indian manufacturers and importers to comply with the best practice in the world without being penalized for non-compliance.
  • Ease of Compliance for Business: Most, if not all, companies need extra time to adjust to the technical changes in UPS's designing and manufacturing processes, as well as testing and quality control measures. BIS has set a new implementation date to ensure a fair and smooth process for compliance, instead of quashing or denying businesses the right to operate their business within a reasonable time frame.

Implications for Manufacturers and Importers

  • Product Compliance: It is time-bound for all UPS systems to comply with the updated requirements outlined in IS 16242 (Part 1):2025.
  • Testing and Certification: Manufacturers and importers should plan for BIS certification or a conformity assessment to help ensure compliance promptly. Updates to
  • Documentation: Technical files, manuals, and labels can require an update in order to be compliant with the revised standard.
  • Consumer Safety/Market Access: Compliance means safer products for consumers and market access without interruption.

Conclusion

Manufacturers, importers, and stakeholders in the UPS industry will welcome the new implementation date of IS 16242 (Part 1) - now 19 November 2026. This gives sufficient time to comply, promotes compliance with international safety standards, and ensures a smooth transition to the new standards.

Manufacturers and importers are encouraged to keep track of BIS circulars, to plan their certification processes, and to ensure their products meet all technical and safety standards in advance of the extended deadline. Taking these steps will help protect market integrity, consumer confidence, and compliance with applicable regulations.
