In July 2013, the Bureau of Indian Standards (BIS) added several products under the Compulsory Registration Scheme (CRS). UPS/Invertors of rating≤5kVA were one of them. Under Scheme II of Schedule II, UPS/Invertors of rating≤5kVA get BIS registered and ensure that the product is of good quality and safe.

Prerequisites For Obtaining BIS  Registration

  • Manufacturers - A BIS license is issued to the manufacturer. An importer or Trader are not eligible to get a BIS license. An importer can be an Authorised Indian Representative (AIR) of a foreign manufacturer license will be issued to the Manufacturer.
  • Manufacturing Address – The manufacturer has to mention the same address in the application as mentioned in the Business License. If a manufacturer has more than one manufacturing location, then a separate BIS license/Registration is required for each location.
  • Products - Each product Category/ Indian Standard require BIS Registration number. But if the same product category includes several models or series models, one License / Registration Number can cover all Series models of the same product category or lead model.
  • Brands / Trademarks – For Every/Each Brand or Trademark require separate BIS Registration Number.

 

BIS Registration Procedure for UPS/Inverters of rating≤5kVA

The procedures used to apply for a BIS license are different for Indian Manufacturers and FMCS. Let's start with the procedures for FMCS registration under the BIS CRS scheme:

1. Application Process For Foreign Manufacturing Certification Scheme (FMCS):

The following is the detailed procedure for applying to the BIS-CRS:

  • Appoint a representative from India who will represent you (FMCS) to BIS.
  • Register to create an account on the BIS Portal
  • Access the application form via the BIS Portal and complete it online.
  • Send a representative sample of your products to an accredited BIS laboratory for testing and upload the corresponding report onto the BIS Portal.
  • Make the necessary payment and submit your Completed Application to BIS.
  • At this point, BIS will review the documentation associated with your application.
  • If there are no questions, inquiries or requests for further documentation, BIS will issue you your license.

2. Application Process for Domestic Manufacturers:

Here is the application process for Domestic Manufacturers:

  • Register to create an account on the BIS Portal.
  • Access the application form via the BIS Portal and complete it online.
  • Send a representative sample of your products to an accredited BIS laboratory for testing and upload the corresponding report onto the BIS
  • Portal (as above).
  • Make the necessary payment and submit the Continued Application to BIS.
  • At this point, BIS will review the documentation associated with your application.
  • If there are no questions, inquiries or requests for further documentation, BIS will issue you your license.

 

Documents Required For BIS Registration of IS 16242 (Part 1)

BIS demands some documents, as shown below:

  • The BIS application form was filled out properly.
  • Name and Address proof of the applicant and the factory. 
  • 3rd-party laboratory test report as per the Indian Standards
  • If an authorized signatory signs the Application, an authorization letter from the CEO in the name of the authorized signatory
  • In the case of Overseas or foreign manufacturers, the Indian Agent and Nomination Form details.
  • Technical details of products, such as PCB Layout, Schematic Diagrams, User Manual and Critical Components List
    Acknowledgement receipt 
  • Undertaking and Affidavit attested with ID Proof and signature of the approved Indian Representative (in case of the foreign or overseas manufacturer)
  • Original Test Reports from BIS Laboratory
