The Government of India has introduced a new amendment to the Polypropylene (PP) Materials for Moulding and Extrusion (Quality Control) Second Amendment Order, 22nd October, 2025, through the Bureau of Indian Standards (BIS) Act, 2016. The amendment, in the public interest, is based on consultation with the Bureau of Indian Standards (BIS) and only changes the effective date of earlier Quality Control Orders (QCOs)to April 24, 2026, for polypropylene materials used in moulding and extrusion.
The Polypropylene (PP) Materials for Moulding and Extrusion IS 10951 (Quality Control) Order, 2024, was established to ensure that PP materials used in the production of goods meet quality and safety standards and have BIS certification.
Polypropylene (PP) is a versatile material used in numerous industries, including packaging, automotive parts, consumer goods, pipes, and other industrial components. The BIS-registered quality will help enhance the reliability and safety of products as well as the overall product performance for domestic and export markets.
The Quality Control Order mandates that manufacturers and importers must obtain a BIS Registration for the specific grades of Polypropylene materials specified in the Order before selling or distributing those materials within India.
The Second Amendment Order of 2025 does not include any new product standards or technical requirements. It simply extends the implementation date on the existing order. Here is what has changed:
This means that mandatory compliance for IS 10951 within the BIS Quality Control regime will now not come into effect until 24 April 2026, instead of the existing notified date.
This change allows time for all manufacturers, importers, and other interested parties to prepare to comply, obtain BIS licenses and generally fully comply with Indian Standards, and complies with them.
This original (QCO) was published in the Gazette, S.O. 921(E), on February 26, 2024. Based on this initial ordinance, modifications were made to the timelines to reflect an appropriate period for implementation.
