The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), had issued an Important update to the Gas Cylinders Rules 2016 through a notification, G.S.R. 103 (E). This amendment brings regulatory clarity and relaxation, and expands the scope of Gas cylinder regulations in certain areas. There are important updates related to ISI-certified products as per the Indian Standards, and businesses must be aware of and updated in accordance with the amendments, as they take effect immediately.

 

Before making any new rules, the government first released a draft notification on 3 February 2026 to inform the public and stakeholders about the proposed changes. 


What are the Gas Cylinders (Amendment) Rules, 2026? 

The rules are made in exercise of powers under sections 5 and 7 of the Explosives Act, 1884. The official draft was published by the government on February 3, 2026 and will be available to the public starting February 4, 2026. A 30-day period was provided for any suggestions; however, no objections, suggestions or any kind of feedback were received. As a result, the government has now officially implemented these amendments.

 

Key Changes under Gas Cylinders Rules 2026

Rule 3 - It expands the Exemption for the Defence & Space Departments 
An amendment is added stating that the following entities are allowed to import cylinders and valves for their own use. These changes provide establishment under:

  • Ministry of Defence
  • Department of Space
  • The public sector undertakings (PSUs)


Rule 32 Update - Import Permission Relaxation

A major relaxation has been introduced under Rule 32, which states that no permission is required for importing:
Empty Gas cylinders without valves, valves, and LPG regulators are imported from foreign manufacturing plants, approved by the Chief Controller, and have a valid import license in Form D.

 

Rule 48 Update – Inclusion of Other Flammable Gases

Earlier, Rule 48 referred to Liquefied Petroleum Gas (LPG); now it has been expanded to include Other flammable Gases. It ensures that safety and regulatory provisions are applied to a wider category of Gases, not just LPG.
