BIS Extends Timeline of 10-Digit Licence Number

The BIS has made an important announcement regarding its latest update for the automotive tyre and tube industry. This announcement represents another step by BIS in its ongoing efforts to improve product traceability and to promote standardisation. They have extended the deadline to ensure a smooth and pragmatic transition to the mandatory 10-digit licence number for the certification of all tyres and tubes.

 

This decision is made in light of a number of representations from businesses in the regulated industry for an additional amount of time for their marketing systems, packaging, and production lines in accordance with the new standard. This extension is a reflection of BIS's effort to balance regulatory compliance and industry readiness. This ensures quality practices in the Indian Market.

 

Overview of Transition to the 10-Digit Licence Number

The BIS has introduced a new 10-digit licensing number system for better traceability, accuracy, and consistency in certification of products. Each product will have its own 10-digit license number, which allows for traceability at any point in the supply chain. The guidelines for switchover were previously provided under Circular No. CMD-½ 10 on 06 September 2024. In this circular, the license holder was instructed to take action to mark their products and packaging with the new 10-digit license number within 1 year. Specifically, licensees were granted until 06 September 2025 to start marking their products.

 

The switchover involves labelling, packaging, production systems move, and documentation. There were some manufacturers from the Automotive Tyre and Tube industry that contacted BIS at BIS's request, for the potential of the transition, and potentially above 1 year for implementation.

 

Extension Granted Until 06 September 2028

Considering these genuine industry concerns, BIS has now extended the deadline by three years, giving the industry additional time to complete the transition. The new deadline for full implementation is 06 September 2028.

This extension applies only to the following standards related to tyres and tubes:

  • IS 15627 – Automotive Tyres for Passenger Vehicles
  • IS 15633 – Automotive Tyres for Commercial Vehicles
  • IS 15636 – Automotive Tyres for Two and Three Wheelers
  • IS 13098 – Inner Tubes for Automotive Tyres

With this extension, the Automotive Tyre and Tube industry now has more time to align its operations with BIS requirements without disrupting production or supply.

 

Interim Usage Permitted

For this lengthy transition, manufacturers may use at their discretion either the existing 6/7-digit licence number or the new 10-digit licence number on their products and packaging; a transition period of existing and new numbers can help ease any consumer confusion that may arise. All other information and directions from the original Circular No. CMD-I/2:10 dated 06 September 2024 remains unchanged.

 

Role of BIS and Branch Offices

All BIS Branch Offices (BOs) have been directed to inform their respective licensees and applicants about this extension and to ensure compliance with the new timeline. BIS continues to work closely with manufacturers to maintain the highest standards of product safety, quality, and traceability under its certification system.
