The Ministry of Commerce and Industry aligned with the department for promotion of industry and Internal Trade was notified through an order, S.O 1253(E) on March 5, 2024. In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 to bring improvement in the quality of electrical appliances used in domestic water heating.
The focus and core of BIS QCO standard for electrical appliances for domestic water heating is to regulate the quality standards of electrical appliances used in domestic water heating to establish the trust, safety and product reliability to consumers.
The BIS QCO for the electrical appliances for domestic water heating has specified the standards of related category products to be sold in India only when they meet certain requirements of standards formulated by Bureau of Indian Standards (BIS).

Title and Commencement
The title of the order is “Electrical Appliances for Domestic Water Heating (Quality Control) order, 2023” published on 5th March 2024.
This order shall come into operation on the expiry of 6 months, 9 months, 12 months for micro, small- scale, large-scale enterprises, foreign manufacturers respectively as per the MSME development Act, 2006. Compliance timelines are being set to ensure smoother transition.
Compulsory Use of Standard Mark under updated BIS QCO
Electrical appliances for Domestic Water heating must be in accordance with specified by the Governing and regulatory body that is the Ministry of goods and services and BIS and exhibit the ISI mark on the product. The similar obligation does not apply to goods manufactured domestically for export.
Applicability, Certification and Enforcement
The provisions of order should be adhered to by concerned manufacturers to ensure the conduct in a manner to enhance consumer protection. In either case any person contravening the provisions of this order will be punishable under the provisions of the Bureau of Indian Standards Act, 2016.

- 368: 2014- Electric Immersion Water Heaters
- 2082: 2018- Stationary storage type electric water heaters
- 17150: 2019- Mini domestic water heater for use with piped natural gas (PNG)
