Implementation Date: 04 Apr, 2023
Extension Order Date:04 Jun, 2025
The Trimethyl Phosphite (Quality Control) Order, 2022, falls under the purview of the Bureau of Indian Standards Act, 2016 (11 of 2016), with the Ministry of Chemicals and Fertilizers as its supervisory authority. This order lays down a framework whereby products of trimethyl phosphite imported, exported, or sold in India conform to certain set quality requirements of the Bureau of Indian Standards (BIS). The order came into force with effect from April 5, 2022.
It was in 2025 that the Quality Control Order, 2022, under which imports and manufacture must be certified by BIS, came into the limelight, underlining India’s steps to impose stricter quality norms for chemicals.
According to the Order, all trimethyl phosphite should be in accordance with Indian Standard IS 17412, which specifies requirements thereto. These products shall have the BIS CRS Registration, indicating that the product has been tested and certified by the Bureau of Indian Standards according to licensing requirements.
To comply with the Trimethyl Phosphite (Quality Control) Order, 2022, the requirements are:
The users and manufacturers of the goods of Trimethyl Phosphite shall follow the specifications contained in Indian Standard 17412 under BIS CRS.
Trimethyl Phosphite articles may be given a BIS Compulsory Registration Scheme on conformance to Scheme-2 of the BIS (Conformity Assessment) Regulations, 2018.
The BIS Registration under scheme-II shall be obtained by all manufacturers, importers, and traders of refined nickel products to sell or distribute refined nickel in India legally.
The following are exceptions to the Trimethyl Phosphite (Quality Control) Order, 2022:
The different types of authorities involved are:
Any default shall be liable to penalties under the Bureau of Indian Standards Act, 2016. The penalties have been imposed to ensure the good quality of the goods.
The Trimethyl Phosphite (Quality Control) Order, 2022, reinforces India's emphasis on maintaining high standards of production and trade in chemicals. Only quality-certified products are permitted to import and flow into the Indian market due to the duty of BIS certification and compliance with Indian Standard IS 17412. The Order increases consumer and environmental safety, enhances regulatory control, and promotes global confidence in Indian chemical products. Its high contribution to the standardization of industrial processes and aligning them with global quality standards is emphasized by its repeat usage in 2025.
