The Bureau of Indian Standards Act, 2016 (11 of 2016), regulates the making of the Refined Nickel (Quality Control) Order, 2025. Which comes under the Ministry of Mines.  A system for ensuring the quality control of refined nickel products imported into, exported from, or sold in India is established by this order.  The aim is to ensure that refined nickel products meet specific quality standards established by the Bureau of Indian Standards (BIS).

Overview of the BIS QCO for Refined Nickel

The Indian Standard IS 2782, defining the specifications of refined nickel, has to be adhered to by products or commodities made of refined nickel, as per the order.  These commodities should also bear the BIS Standard Mark, testifying that they have been tested and approved by the Bureau of Indian Standards under the guidelines of licensing.

BIS Certification for Refined Nickel - IS 2782

The following needs to be adhered to to meet the Refined Nickel QCO Order, 2025:

  • Satisfaction of IS 2782:  All refined nickel products are required to satisfy the requirements of Indian Standard 2782.
  • BIS Standard Mark: Only if they obtain a license from the Bureau of Indian Standards under Scheme-1 of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018, can refined nickel products carry the BIS Standard Mark.
  • BIS Certification: To legally market or distribute refined nickel within India, all manufacturers, importers, and traders of refined nickel products must first obtain BIS certification.

Exemptions

Export products and commodities are exempted from the Refined Nickel Certification Order, 2025. The conditions of this order should be complied with only by products destined for the Indian market.

Certification and Enforcement Authority

  • BIS Certification: For nickel refined products, the certifying authority will be the Bureau of Indian Standards (BIS). 
  • Enforcement: BIS will also ensure compliance with the order. As per the Bureau of Indian Standards Act of 2016, appropriate enforcement shall be taken in case of non-compliance.

Implementation Schedule

Refined Nickel (Quality Control) Order, 2025 shall become effective from October 17, 2025. Whereas the QCO is issued on 17 April 2025.  The manufacturers, importers, and dealers of refined nickel in India must ensure they meet the quality standards described herein and obtain the BIS Standard Mark before this date.

Penalties for Noncompliance

As per the Bureau of Indian Standards Act, 2016, the violation of the Refined Nickel Order, 2025, will result in penalties. These penalties are imposed with the purpose of making good quality, reliable, and safe refined nickel products available for sale in the Indian market.

Conclusion 

The Refined Nickel 2025 is one of the methods to regulate and maintain the quality level of refined nickel in India.  To escape fines and maintain product integrity, refined nickel producers, importers, and suppliers have to comply with BIS guidelines, obtain BIS certification, and ensure their products meet required quality standards.
