The Ministry of Chemicals and Fertilizers, in consultation with the Bureau of Indian Standards (BIS), has issued the H Acid (Quality Control) Second Amendment Order, 2025, as a means of protecting public safety and ensuring that the manufacture and import of certain chemicals are done with strict quality control.


This order directly impacts the suppliers, manufacturers, and importers of H Acid as per IS 8637, as different measures will enable the harmonisation of national chemical safety standards with international standards.

 

H Acid Quality Control Order 2025

The BIS QCO for H Acid was first notified under the BIS Act, 2016, on 14 November 2024, and required that all H Acid products, to be sold, distributed, or imported in India, conform to the appropriate Indian Standard and carry the Standard Mark (ISI mark).


Now, the date has been extended until 14 August 2025, as per the Second Amendment Order, which further modifies the implementation timetable.

Overview of H Acid Amendment Order

Below are the key points you should be aware of from the recent amendment:

  • Revised Compliance Date: The primary scope of this amendment is to extend the date of compliance of the original order, allowing more time for manufacturers and importers to comply. 

 

This Order shall come into force on the 13th day of May,2026.

This replaces the compliance date in sub-paragraph (2) of paragraph 1 in the 2024 Order.

  • Date of Effect: The Second Amendment Order was served in the Official Gazette on 14th August, 2025. The compliance enforcement date is now the 13th of May, 2026.

 

What is H Acid?

H Acid (1-Amino-8-Naphthol-3,6-Disulfonic Acid) is an important intermediate for the manufacture of dyes. Due to its use in industry, and environmental and health hazards if wrongly managed, the quality and certification of H Acid is now regulated by BIS norms.
