Indian Standard: IS 869
Order Issue Date: 16 Sep, 2025
Extension Order Date:12 Sep, 2026
In a significant regulatory update, the Ministry of Chemicals and Fertilisers (Department of Chemicals and Petrochemicals) has issued the Ethylene Dichloride (Quality Control) Amendment Order, 2025, aiming to extend the compliance timeline for manufacturers and importers. This amendment reflects the government’s continued efforts to enhance quality, safety, and compliance standards in the chemical industry while providing businesses adequate time to align with the requirements.
The Ethylene Dichloride (Quality Control) Amendment Order, 2025, amends the implementation date from the original Quality Control Order, effective from 2021; the regulation is now 12th September 2026, thus providing some further time to manufacturers, importers, and others to fully comply with the Bureau of Indian Standards (BIS) requirements.
As an Amendment Order, it corresponds to the previously written compliance date, allowing the industry to prepare and fully comply with the certification processes of the regulation. The amendment order was first published in the Gazette of India on the 16th September 2025 and will come into force on the date of publication.
Ethylene Dichloride (EDC) is an essential feedstock for producing vinyl chloride monomer (VCM), which is in turn needed to produce polyvinyl chloride (PVC), one of the major plastics used in construction, automotive, medical, and consumer goods applications.
