In the midst of such upheaval is the basic regulation to provide standard quality in the supply chain of cotton, the Cotton Bales (Quality Control) Amendment Order, 2023. Although the directive was initially issued in 2023, its subsequent follow-up compliance date of August 27, 2025, has made it effective in 2025.

The Ministry of Textiles, Government of India, first published the Cotton Bales (Quality Control) Order, 2023, on February 28, 2023, by issuing notification S.O. 948(E).
Cotton quality variation, exportability, and product reliability were the main requirements that cotton bales had to achieve to comply with Bureau of Indian Standards (BIS) regulations.
However, the government made some revisions to the announcement of the extension of the deadline for implementation, keeping in mind the early hesitation of industry players, i.e., small and medium ginning units, as follows:
It is notified that the Cotton Bales (Quality Control) Amendment Order, 2024, shall be implemented on or before August 27, 2025, at all costs.
For exemptions, one must keep these points in mind:
BIS shall be the certification authority for refined nickel products. Enforcement of the order shall also be ensured by BIS. Default in complying with the order under the Bureau of Indian Standards Act of 2016 shall be addressed by the order in accordance with due process.
The offense of the Cotton Bales (Quality Control) Amendment Order, 2023, of the Bureau of Indian Standards Act, 2016, will be followed by penalties. These penalties will seek to bring about good-quality, refined nickel products for sale in the Indian market that are safe, reliable, and of good quality.
