The Ministry of Heavy Industries has provided a significant update related to the regulation of Machinery and Electrical Equipment in India. The Government published the Machinery and Electronic Safety (Omnibus Technical Regulation) Second Amendment Order, 2025, on 13th November 2025; this Order will affect several companies, importers, and manufacturers of regulated items.
The issuance of this amendment was made under the authority granted by Sections 16, 17, and 25 of the Bureau of Indian Standards (BIS) Act, 2016, and the amendment is intended to enhance public welfare, product safety, and quality, as well as regulatory clarity, with respect to machinery and electrical equipment.
The Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, is a unified regulatory scheme developed by the Ministry of Commerce, Government of India, to facilitate compliance with basic safety, quality, and other requirements for electrical equipment and machinery sold or imported into India.
It establishes provisions related to BIS certification, compliance with Standards, and compliance with safety requirements, which must be complied with by the Manufacturer before it can place the products onto the Indian market. The original principal OTR was:

The Second Amendment Order, 2025, is an amendment that primarily amends a dated implementation timeline stated in the original 2024 OTR.
The 2024 Order stated in Paragraph 1(2) for implementation date of;
After one year from the date of its publication in the Official Gazette was previously amended in the First Amendment on the 1st September 2026.
The Second Amendment Order, 2025, has now replaced the specific date with a more flexible clause. From such date as may be notified by the Central Government in the Official Gazette.
