The Government of Indian, under the Bureau of Indian Standards Act, 2016, has published a BIS QCO amendment for Cross Recessed Screws. This order will be known as the Cross Recessed Screws (Quality Control) Order, 2025. Under the Ministry of Commerce and Industry. It will come into effect the day it is published in the Official Gazette (27th August, 2025). The QCO was published to ensure the quality standards for cross recessed screws, in the public interest. This new order supersedes the earlier 2024 Order. However, anything that was already done under the 2024 order will be considered valid.

Mandatory Use of Standard Mark for Cross Recessed Screws updated Products

The products given in the table below must follow the quality standards listed. These products must have the Standard Mark (a symbol that shows the product meets the Indian Quality Standards), and manufacturers must have a license from BIS to use the ISI Mark. This is done under Scheme-I of Schedule-II.

Note:  Manufacturers are required to adhere to the most recent version of the Indian Standards listed in the table, including any updates or modifications made by BIS.

Rule for Micro and Small Enterprises:

Businesses classified as Micro or Small Enterprises (as defined in the Micro, Small and Medium Enterprises Development Act, 2006) must follow the required Indian Standards from the specified date. The date of implementation in General is 1st November 2025, for Small Enterprises it is 1st February 2026, and for Micro Enterprises it is 1st May 2026.

However, this rule does not apply to:

  • Products made in India are only for export.
  • Products that are imported as part of a finished product, or as a sub-assembly or component.
  • Products that are imported by Indian manufacturers are used in products meant for export.

Additional Exceptions to the Order

This Order will not apply in the following two cases:

1. Very Small Enterprises Exemption

  • Its original investment in machinery or equipment is ₹25 lakh or less
  • If a business is registered on the Udyam portal (run by the Ministry of Micro, Small, and Medium Enterprises)
  • Its turnover in the previous financial year is ₹2 crore or less.

2. Imports for Research and Development (R&D)

If a manufacturer of cross recessed screws (called Original Equipment Manufacturers or OEMs) imports up to 200 kg of these screws per year only for R&D purposes, then:

  • This order does not apply to those imports.
  • However, these screws cannot be sold commercially.
  • They must be disposed of as scrap.
  • The manufacturer (OEM) must keep a year-wise record of these items.
  • These records must be on the company’s official letterhead, signed by an authorized person, and made available to the government upon request.

3. Certification and Enforcement Authority

The Bureau of Indian Standards (BIS) will be the authority responsible for:

  • Issuing licenses for the Standard Mark, and
  • Ensuring compliance with this order for the products listed in the Table.

4. Penalty for Violating the Order

If any person breaks the rules of this Order, they will face punishment under the Bureau of Indian Standards Act, 2016.  (This could include fines, legal action, or other penalties as per the law.)
