Introduction to Indian Standard IS 5405 covers Sanitary Napkins. Raw material should confirm the following points :
a) The materials of cover/top sheet, absorbent core and bottom sheet shall conform to the requirement of Cl. 3.1 to 3.3 of IS 5405:2019.
b) Biocompatibility evaluation is an optional requirement for raw material. If the manufacturer intends to cover biocompatibility in the scope of their licence, conformity of raw material to biocompatibility evaluation requirement as per Cl. 7.4 of IS 5405:2019 shall be established.
c) Conformity of raw materials to the standard may be established through supplier’s test certificate, test report of BIS recognized/empanelled lab or any other NABL accredited lab or through in house testing.
IS 5405 specifies the quality parameters or characteristics of the Sanitary Napkins as follows :
- Cover / Top Sheet
- Absorbent Core
- Barrier and Bottom sheet
- Types and Shapes
- PH Value
- Ability to withstand pressure after absorption
Mandate for ISI Mark Certification of Sanitary Napkins (IS 5405)
In exercise of the powers conferred by sub-sections (1) and (2) of section 16 read with section 17 and sub-section (3) of section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Central Government is of the opinion that it is necessary so to do in the public interest and after consulting the Bureau of Indian Standards, hereby makes the following Order, namely
Medical Textiles (Quality Control) Order, 2023.
As per the Medical Textiles (Quality control) order, all the manufacturers of Sanitary Napkins are obligated to obtain ISI Mark Certification.

- In the certification process, product testing is the most important stage as it determines whether the quality of the product meets Indian standards.
- For the same purpose, investments in testing facilities are required to install test equipment for internal factory test laboratories.
