Introduction to Indian Standard IS 17509; Disposable Baby Diaper. Raw material should confirm the following points :
a) Material shall conform to the requirements of Cl. 3 of IS 17509:2021 as well as the requirement of Bio-compatibility Evaluation as per Cl. 7.4 (The biocompatibility evaluation shall be carried out once for existing raw material and whenever there is a change in the raw material or source of supply of raw material for manufacturing the product).
b) Conformity of raw materials to the standard may be established through supplier’s test certificate, test report of BIS recognized/empanelled lab or any other NABL accredited lab or through in house testing.
c) Further, manufacturer of Disposable Baby Diaper shall submit a declaration identifying the materials being used to make the product and stating that material used for manufacture of baby diaper does not have harmful effect during normal use, is comfortable for the baby, and is compliant to the requirements of the standard.
IS 17509 specifies the quality parameters or characteristics of the Disposable Baby Diaper as follows :
(i) Top Cover / Top Sheet
(ii) Absorbent Core
(iii) Outer Protective Barrier and Back sheet
(iv) Types and Shapes
(v) PH Value
(vi) Rate of Absorption, Rewet under load and minimum absorption Capacity
(vii) Fastening and Securing Mechanism
(viii) Bacterial and Fungal Bioburden
Mandate for ISI Mark Certification of Disposable Baby Diaper (IS 17509)
In exercise of the powers conferred by sub-sections (1) and (2) of section 16 read with section 17 and sub-section (3) of section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Central Government is of the opinion that it is necessary so to do in the public interest and after consulting the Bureau of Indian Standards, hereby makes the following Order, namely
Medical Textiles (Quality Control) Order, 2023.
As per the Medical Textiles (Quality control) order, all the manufacturers of Disposable Baby Diapers are obligated to obtain ISI Mark Certification.

- In the certification process, product testing is the most important stage as it determines whether the quality of the product meets Indian standards.
- For the same purpose, investments in testing facilities are required to install test equipment for internal factory test laboratories.
