Under the Bureau of Indian Standards (BIS) Compulsory Registration Scheme (CRS), the main specification of all scanner varieties (flatbed, sheet-fed, handheld, barcode, or optical fingerprint scanners) is IS 13252 (Part 1) or the latest version. The title of this specific Standard is "Information Technology Equipment – Safety – General Requirements". This standard outlines the necessary safety requirements for any type of equipment within the IT equipment category. All scanners are certified to meet Scheme II of the BIS CRS with compliance to IS 13252 (Part 1):2010 or its successor.

 

Key aspects of IS 13252 (Part 1)

The standard is mainly dedicated to safety requirements for Information Technology Equipment, including scanners, and to the elimination of risks associated with electrical equipment. Among the main safety matters are:

  • Electrical safety: Means of preventing electric shock through the establishment of proper insulation resistance, dielectric strength, and safe electrical connections to prevent injuries.
  • Fire Safety: The norm prescribes fire-resistant materials and ventilation that are adequate to prevent overheating, which in turn could lead to burning through fire hazards.
  • Energy hazards: The protection is guaranteed by the corresponding measures from excessive energy levels.
  • Thermal Protection: The management of heat generation during prolonged use and the provision of safe operating temperatures and humidity levels are the main requirements.
  • Mechanical Safety: The prevention of mechanical injuries to the users, for example, those caused by the moving parts, is the main requirement.
  • Electromagnetic Compatibility (EMC): These are the conditions that guarantee the safe operation of the scanner and, at the same time, do not cause any interference with other electronic devices.

 

Essential Criteria Under BIS Registration of IS 13252 (Part 1)

The BIS approval for CRS Indian standards requirecompliance with four essential pillars. Without these requirements, the applicant is unable to move forward with the CRS Registration process. The following outlines the requirements to achieve BIS registration in India. 

  • Manufacturer: The BIS CRS License is only given to manufacturers, not to the importers or sellers. The importer may represent a foreign manufacturer on their application form to BIS, but the BIS CRS License will only be issued to the manufacturer.
  • Manufacturing Address: Complete manufacturing address details must be included in the application documents. If a manufacturer has multiple factory locations for one product, a separate BIS CRS Registration Certificate is required for each factory. 
  • Product Licensing: Each product needs its own license. However, if a classification includes multiple models, one single license or registration number can cover all models within that classification. In other words, one license can encompass an entire product classification that has multiple models.
  • Brand/Trademark Licensing: Each brand or trademark associated with the product will require its own BIS license.

 

Procedure for Obtaining CRS Registration for Scanner

The steps for getting registered with BIS-CRS are:

  4. Testing of Samples in a BIS-approved laboratory and uploading of test report on the BIS Portal.
  5. Payment and Submission of Application
  6. BIS will conduct a review of your application. 
  7. BIS will issue the license if no queries are raised.

Process for Domestic manufacturers:

The following are the steps from the domestic manufacturer's perspective: 

  1. Account registration on the BIS Portal
  2. Proceed to fill out the application form online. 
  3. Testing of Samples in a BIS-approved laboratory and uploading of the test report on the BIS Portal.
  4. Payment and Submission of Application
  5. BIS will conduct a review of your application. 
  6. BIS will issue the license if no queries are raised.
