Laptop/Notebook/Tablets are portable electronic devices used for personal and professional purposes, including browsing the internet, email, document creation, and multimedia entertainment. Laptops are typically larger in size and offer a more powerful performance, while notebooks are smaller and more compact. Tablets, on the other hand, are touch-screen devices that offer a more mobile and flexible experience. All three devices are designed for easy portability, allowing users to stay connected and productive on-the-go.

 

Manufacturers are required to ensure that their products comply with the requirements of IS 13252 (Part 1) before they can be sold in India. Compliance with the standard helps ensure the safety and reliability of IT equipment, protecting both users and the environment. Some of the key requirements outlined in the standard include the use of appropriate insulation and grounding, ensuring safe levels of electromagnetic emissions, providing adequate protection against electric shock, and ensuring safe temperature levels.

 

The standard also requires manufacturers to provide clear instructions for safe use and to carry out testing and certification to ensure compliance with the standard on how to handle, transport, and store the device safely.

 

In July 2013, the Bureau of Indian Standards (BIS) added several products under the Compulsory Registration Scheme (CRS). Laptop/Notebook/Tablets were one of them. Under Scheme II of Schedule II, Laptop/Notebook/Tablets get BIS registered and ensure that the product is of good quality and safe.

 

PREREQUISITES FOR OBTAINING BIS REGISTRATION -

• Manufacturers - BIS license is issued to the manufacturer. Importers or traders are not eligible to get a BIS license. An importer can be an Authorized Indian Representative (AIR) of a foreign manufacturer; a license will be issued to the Manufacturer.
• Manufacturing Address – The manufacturer has to mention the same address in the application as mentioned in the Business License. If a manufacturer has more than one manufacturing location, then a separate BIS license/Registration is required for each location.
• Products - Each product Category/ Indian Standard requires a BIS Registration number. But if the same product category includes several models or series models, one License / Registration Number can cover all Series models of the same product category or lead model.
• Brands / Trademarks – For Every/Each Brand or trademark, a separate BIS Registration Number is required.

 

PROCEDURE TO OBTAIN BIS CERTIFICATION OF LAPTOP/NOTEBOOK/TABLETS AS PER IS 13252 (PART 1)

1. Procedure for Domestic Manufacturer :

The BIS registration process generally includes a licensing process and a surveillance process. The following steps are involved under the licensing process:

1. Manufacturers submit an online application on the BIS Portal.
2. Product samples will be tested by a BIS-approved laboratory.
3. Submit an online/offline hard copy of the application, including the sample test report.
4. Verification of the report by BIS officials.
5. Issuance of Licence.

 

1. Procedure for Foreign Manufacturer :

FMCS is a scheme under which a BIS licence is granted to a foreign manufacturer in accordance with the BIS Act, 2016 and Bureau on Indian Standards (Conformity Assessment) Regulations, 2018.

1. Nominate an Indian Representative who can represent the foreign manufacturer.
2. Submit online application.
3. Get the sample tested from a BIS-approved laboratory.
4. Submit hard copy of application and the sample test report.
5. Verification of the application by BIS Official.
6. Issuance of Licence.

 

DIRECTIONS FOR NOMINATION OF AUTHORIZED INDIAN REPRESENTATIVE (AIR) :

It is obligatory for foreign applicants to nominate an Authorized Indian Representative (AIR) for their operations in India to obtain a BIS Bureau of Indian Standards Certificate. In case they don't have a branch office in India. AIR, as the local representative, is responsible for submitting and managing the certification application and is available to answer queries.

The following are the rules to be followed by foreign manufacturers while nominating an Authorized Indian Representative (AIR) :

• Case 1: Foreign Manufacturer has a liaison office or branch office in India :
  • That liaison officer will be designated as AIR officer.

• Case 2: Foreign Manufacturer does not have liaison office or branch office in India :

1. Proprietor or registered user of the brand/trademark appearing on the article is located in India :

• The owner of the brand/trademark will become AIR.

1. No proprietor /registered user of the brand/trademark appearing on the article, located in India :

• Other entity/Company will become the AIR.

• In the certification process, product testing is the most important stage as it determines whether the quality of the product meets Indian standards.
• For the same purpose, investments in testing facilities are required to install test equipment for internal factory test laboratories.
• Apart from the charges mentioned above in the table, we may ask you to pay/reimbursement for a Pre-Visit at your Factory Premises to ensure the conformity of your product as per the relevant Indian Standard & BIS guidelines for its BIS certification.

 

DOCUMENTS REQUIRED FOR LAPTOP/NOTEBOOK/TABLETS AS PER IS 13252 (PART 1)

BIS demands several documents, as shown below:

• BIS application form filled out in the proper procedure.
• Name and Address proof of the applicant and the factory. 
• 3rd party laboratory test report as per the Indian Standards
• If an authorised signatory signs the Application, an authorisation letter from the CEO in the name of the authorized signatory
• In the case of Overseas or foreign manufacturers, the Indian Agent and Nomination Form details.
• Technical details of products, such as PCB Layout, Schematic Diagrams, User Manual and Critical Components List
• Acknowledgement receipt 
• Undertaking and Affidavit attested with ID Proof and signature of the approved Indian Representative (in case of the foreign or overseas manufacturer)
• Original Test Reports from BIS Laboratory

 

IMPORTANT POINTS TO CONSIDER FOR BIS REGISTRATION :

• Choose a BIS-recognized testing lab and an experienced Service provider.
• When you choose a lab for sample testing, keep in mind that the lab's license should be valid and not suspended.
• All documents must be signed by the manufacturer, brand owner and the Authorized Indian representative.
• In the Design Data Form (CDF), the product details must be filled in accurately, and in the Critical Components List (CCL) the product component information should be correct.
• The test report is valid for 3 months/90 days. Before that, you have to submit to BIS.
• All documents must be prepared before the sample is tested in the lab.
