In 2012, the Bureau of Indian Standards (BIS) and the Department of Electronics & Information Technology (DEITY) introduced the Compulsory Registration Scheme (CRS) to help protect the Indian consumer by providing a mechanism for identifying safe products. The Registration for DC or AC Supplied Electronic Control Gear is mandatory under CRS. Electronic control gear can be powered from both direct current (DC) and alternating current (AC) sources, depending on the nature of the application.


Electronic control gear powered from a DC source is primarily intended for use with low-voltage LED modules, where a DC source already exists (for example, batteries or low-voltage power supplies). Typically, electronic control gear powered from a DC source consists of a power supply, a driver circuit, and a control circuit.

 

Key Specifications for DC or AC Supplied Electronic Control Gear

AC-powered electronic control gear is typically used for LED Modules that run at Higher Votage inputs, where an AC Power Source will already typically be present. AC Control Gear is comprised of a Rectifier, Filter, and Driver Circuit combination that all work together to first convert the incoming AC voltage to DC, then filter out any unintended Ripple or Noise from the supply voltage, and then regulate the voltage/current to keep the LED Module operating safely and efficiently.

 

Key Aspects of IS 15885 (Part 2/Sec 13)

This standard defines the scope for electronic control gear for LED modules (drivers). It applies to both DC and AC powered electronic control gear (drivers) for LED Modules (drivers) with supply voltages up to 1,000 V (including independent and built-In types).

  • Electrical Safety: Scope also defines requirements for protection against Electric Shock, Insulation, Creepage & Clearance Distances, and Safe Wiring Terminals.
  • Thermal & Fire Safety: Scope includes requirements for Thermal Endurance, Heat Resistance/Tracking (Electrical Leakage), and Fire Resistance for LED Control Gear.
  • EMC Requirements: Requirement for Electromagnetic Compatibility (EMC) of LED Control Gear.
    Performance & Reliability: Scope provides for Performance Testing, Fault Conditions, Abnormal Use Conditions, and Moisture Resistance of LED Drivers.
  • Marking & Documentation: Scope defines requirements for Product Marking and Technical Data.
  • BIS/Stamp Certification (CRS): Testing of LED Drivers must be done through NABL-accredited laboratories for compliance and entry to the Indian market.
  • Testing: This includes extensive testing of LED drivers through Insulation Resistance Testing, Electric Strength Testing, Endurance Testing, Short Circuit Testing, and Thermal Testing; most of these tests will have specific required test equipment.

 

Essential Requirements for BIS Registration in India

BIS approval for CRS Indian Standards must comply with four essential pillars. Without thesefour requirements, the applicant is unable to move forward with the BIS Registration process. The following are the requirements to achieve BIS registration in India: 

  • Manufacturers - A BIS license is issued to the manufacturer. An importer or Trader are not eligible to get a BIS license. An importer can be an Authorized Indian Representative (AIR) of a foreign manufacturer license will be issued to the Manufacturer.
  • Manufacturing Address – The manufacturer has to mention the same address in the application as mentioned in the Business License. If a manufacturer has more than one manufacturing location, then a separate BIS license/Registration is required for each location.
  • Products - Each product Category/ Indian Standard require BIS Registration number. But if the same product category includes several models or series models, one License / Registration Number can cover all Series models of the same product category or lead model.
  • Brands / Trademarks – For Every/Each Brand or Trademark require separate BIS Registration Number.

 

Procedure To Obtain BIS Certification Of DC Or AC Supplied Electronic Control Gear For Led Modules

The procedures for registering with the BIS-CRS of Indian manufacturers and FMCS differ. Let's look at the procedures for registering with the BIS-CRS below.

  • Process for FMCS Registration:

Below are the steps to register with BIS-CRS: 

  • Designate an Indian Representative who shall represent the FMCS.
  • Create An Account on the BIS Portal.
  • Online Application Form.
  • Submit Test Samples to a BIS-certified laboratory and upload the test report to the BIS Portal.
  • Pay Fees and Submit the Application.
  • BIS reviews the Application.
  • If no further questions arise, BIS approves the Application for licensing.

 

  • Process for Domestic Manufacturers:

Below are the steps to register with the BIS-CRS from the perspective of domestic manufacturers:

  • Create An Account on the BIS Portal.
  • Online Application Form.
  • Submit Test Samples to a BIS-certified laboratory and upload the test report to the BIS Portal.
  • Pay Fees and Submit the Application.
  • BIS reviews the Application.
  • If no further questions arise, BIS approves the Application for licensing

 

Documents Required For BIS Registration of IS 15885 (Part 2/Sec 13)

The list of documents that BIS requires is as follows:

  • The BIS application form was filled out proper procedure.
  • Name and address documentation for the factory and the applicant.
  • Third-party lab test report in accordance with Indian Standards
  • If the Application is signed by an authorised signatory, an authorization letter from the CEO in that person's name is necessary.
  • The Indian Agent and Nomination Form information applies to overseas or international manufacturers.
  • Technical information on the items, including the PCB layout, the schematic diagrams, the user guide, and the critical component list
  • Recognition receipt
  • Undertaking and Affidavit certified with ID Proof and authorised Native Representative's signature" (in case of the foreign or overseas manufacturer)
  • Official Test Results from the BIS Laboratory
