Thus, any standardization code should be in place for setting minimum quality and standards for public trust in various products. The Cotton Bales Regulations were instituted on 28th February 2023 through a Gazette Notification issued by the BIS. The enforcement of these regulations shall commence on the 27th of November 2023. Specification for Cotton Bales Certification under BIS Scheme-II

Under the BIS Registration of  IS 12171 specifies the quality and consistency of the cotton bales. This sets the parameter for quality by which cotton traders and textile manufacturers can understand, value, and trade cotton of various grades.  Manufacturers and traders must abide by these standards to ensure that their cotton products are genuine, legal, and conform to industry regulations. BIS Registration Under CRS for Cotton Bales as per IS 12171 ensures that these essential raw materials meet stringent quality and safety standards. 

 

Key aspects of IS 12171:

  • Quality Parameters: The standard lays down requirements for different quality parameters for cotton bales, including fiber length, purity, moisture content, and bale dimensions. 
  • Testing Methods: An arrangement for the testing methods to be used on cotton bales to ascertain the compliance of the cotton bales with the standard has been provided. 
  • BIS Certification: Cotton bales conforming to IS 12171 can be certified by the Bureau of Indian Standards (BIS).

Essential Criteria for BIS CRS Registration

BIS approval for CRS Indian standards must comply with four essential pillars. Without these four requirements, the applicant is unable to move forward with the CRS Registration process. The following are the requirements to achieve BIS registration in India. 

  • Manufacturer: CRS BIS licenses are only issued for manufacturers, not importers or sellers. Importers may represent a foreign manufacturer to BIS in applicant forms; however, the license will only be issued to the manufacturer, not the importer.
  • Manufacturing Address: Detailed manufacturing address information must be provided in the application process documents. If a manufacturer has multiple factory sites for one product, it must have a separate BIS CRS Registration Certificate for each factory.
  • Product: Each product shall require its own license. However, if it has multiple models falling under the same product classification, one license/registration number will cover all models in the product classification. In other words, one license covers one product classification with multiple models.
  • Brand/ trademark: Each brand or trademark used with the product will require its own BIS license.

 

By following these four requirements, all parties will be able to comply with the BIS Registration under CRS. The National Standards of India, with the hope of helping manufacturers access the Indian market without complications.

 

BIS CRS Registration Complete Process

Now let’s go through the BIS Registration procedure. BIS Scheme- II has different processes for both process for domestic (Indian) and foreign manufacturers.

 

1. Process for Foreign Manufacturer

Go through the bellow given table below to complete the BIS CRS registration:

  • Nominate an Indian representative to represent a foreign manufacturer.  
  • Submit an online application.  
  • Have a sample tested at a BIS-approved laboratory. Submit a hard copy of your application along with the sample test report, either online or offline.
  • BIS officials will verify the application.  
  • Obtain the license.

 

Recommendation assigned for Authorized Indian Representative [AIR]:

To obtain a BIS certificate for their operations in India, foreign stakeholders must appoint an Authorized Indian Representative (AIR), unless they have a branch office in India. The AIR will act as the importer's representative, will manage and submit the certification application, and will provide assistance to any questions that may arise. 

  • Foreign manufacturers should also follow several recommendations when appointing an AIR. 
  • If the foreign manufacturer has an office/branch office in India, the office can be appointed as the AIR. 
  • If the foreign manufacturer does not have an office/branch office in India, but the proprietor or registered user of the brand/trademark, they can be appointed as the AIR.
  • If the foreign manufacturer does not have an office/branch or shareholding stakeholder in India, but a registered user/proprietor of the brand appears, they can be appointed as the AIR.

 

2.  Process for Domestic Manufacturer

  • Apply online or offline
  • Along with a sample testing report from a BIS-approved laboratory. 
  • BIS officials will verify the application before granting the license

1. The processing fee and registration fee need to be paid within 2 years, as registration numbers will be granted initially for two years.

· Types of Products and model quantity

· Testing fee for the products

· Govt. Fee (BIS) and ERCS Service fee

  • Completed Testing forms CDF /CCL FORM
  • Completed BIS Application form
  • Business licensing of manufacturing unit [English translation + local language].
  • ISO certificate of the manufacturer
  • Marking label/marking details on the product.
  • Authorization letter.
  • Trademark certificate
  • Proof of company registration for an authorized Indian representative in India, or a nomination letter for AIR.
  • Technical specifications sheet of the product/manual.
