BIS Certification for
Personal-eTransporters IS 302 Part 1: 2024/IEC 60335-1

IS 302 Part 1:2024/IEC 60335-1

Under the Safety of Household and Similar Electrical Appliances (Quality Control) Order, BIS certification (ISI Mark) under IS 302 (Part 1): 2024 / IEC 60335-1: 2020 is mandatory for manufacturing, importing, or selling Personal-E-Transporters (e.g., hoverboards, e-scooters, and self-balancing boards) in India. The BIS Certification for Personal E-Transporters under IS 302 (Part 1): 2024 ensures that electrically operated personal mobility devices like e-scooters, hoverboards, and self-balancing boards meet basic safety standards before being marketed in India.

The BIS has published the standard under the BIS Act, 2016, and covers electrical safety, protection against electric shock, fire risks, insulation, and mechanical safety. However, with increasing usage, there are rising concerns around battery safety, fire hazards, and consumer protection. To address these concerns, the Government of India has made it mandatory for Personal-e-Transporters to comply with BIS Certification under IS 302 (Part 1):2024 Household and Similar Electrical Appliances, Safety General Requirements.

Testing Parameters for Personal-e-Transporters IS 302 Part 1: 2024/IEC 60335-1

Electrolysers are governed under the BIS Quality Control Order, which requires adherence to the updated safety standard IS 302 Part 1: 2024 / IEC 60335-1. Testing focuses on minimising hazards like electric shock, overheating, insulation breakdown, and, crucially for gas-generating devices, gas leakage and explosion risks.

  • Protection Against Electric Shock: Ensures users cannot inadvertently contact live parts, particularly in units handling water and electrical currents.

  • Leakage Current & Electric Strength: Tests insulation resistance and electrical breakdown limits both at room temperature and elevated operating temperatures.

  • Heating Test: Measures the temperature rise of external surfaces and internal electrical components under continuous normal operation to prevent fire risks.

  • Abnormal Operation: Simulates worst-case scenarios, including blocked vents, cooling fan failures, or continuous operation without water, to ensure the unit fails safely without catching fire.

  • Moisture Resistance: Verifies the IP rating and sealing around electrical enclosures to prevent water ingress into hazardous areas.

  • Mechanical Strength: Utilises impact testers and spring hammers to ensure external casings and venting mechanisms can withstand physical impacts.

BIS Certification Process for Personal-eTransporters in India

Both Indian and foreign manufacturers must follow the certification process to obtain the ISI Mark on their Electrolysers:
