BIS CRS Amendment for Smartphone Glass Screen Protectors

The Ministry of Electronics and Information Technology (MeitY) has announced a major update for the mobile accessories industry: smartphone screen protectors are now covered under the Compulsory Registration Order (CRO), 2021, making BIS registration mandatory for Manufacturers, importers, and sellers of smartphone screen protectors to comply with a new BIS requirement in India.

Those products that are covered under IS 19348:2025 Glass Screen Protector - Specification, a standard issued by BIS. This requirement shall be in effect from 1 April 2027, after which manufacturers/importers/sellers of glass screen protectors for smartphones shall ensure that their goods satisfy the applicable BIS requirement prior to their manufacture/import/sale in India.

What Is IS 19348:2025 Glass Screen Protector Specification?

• IS 19348:2025 Glass Screen Protector - Specification is the Indian standard that sets requirements for glass screen protectors used on smartphones. The standard includes requirements relating to several aspects, such as material composition, optical transparency, resistance to scratches and impacts, and dimensional tolerances.
• IS 19348:2025 Glass Screen Protector - Specification includes only glass screen protectors. Thus, manufacturers of TPU, plastic films, or other non-glass screen protector devices should watch for further BIS clarifications on the applicability of CRO requirements to their products, as the notification doesn’t explicitly exclude other material types.

With the introduction of smartphone screen protectors into the Compulsory Registration Order (CRO), 2021, compliance with relevant BIS requirements will become mandatory from 1 April 2027.

Who Needs BIS Registration Under This Rule?

This applies to:

• Domestic manufacturers producing screen protectors in India.
• Importers of screen protectors to India, regardless of the country of origin.
• Private label and brand owners who manufacture screen protectors under their brand name (even if contract manufacturing is used, it does not make you eligible to avoid it; the brand owner is generally the registration holder).
• Online sellers and platforms sourcing screen protectors from overseas vendors, once the effective date has passed.

If you belong to any of the above-mentioned categories and sell screen protectors without BIS marking, you have until 1 April 2027 to comply.

Penalties for Non-Compliance After 1 April 2027

Registration with BIS is compulsory for manufacturing, Importing and/or distributing the relevant screen protectors. Non-fulfilment of the valid registration requirement with BIS by 1 April 2027 may lead to regulatory enforcement such as:

• Penalties: Breach of the provisions of the BIS Act 2016 attracts monetary penalties that vary with the seriousness of the violation.
• Seizure of products: Inappropriate products may be seized or subjected to enforcement measures by the government.
