Morpholine Quality Standards Suspended for 3 Months

BIS QCO for Morpholine Suspended for 3 Months by Indian Government

Morpholine Quality Standards Suspended

Amid global supply disruptions, the government has suspended morpholine quality standards for three months. The temporary move aims to address shortages and maintain industrial supply chains.

The Ministry of Chemicals and Fertilizers has released a recent update regarding the BIS Certification of Morpholine. The government has temporarily suspended the mandatory ISI Mark on Morpholine for a period of three months. The relaxation ensures a sufficient amount of supply for domestic user industries. After three months, these products must adhere to strict quality standards and carry the BIS Certification under IS 12084.

The time period for exemption is between 1st April and 1st July 2026. After three months, the BIS Certification requirements for Morpholine will again become mandatory for the Indian market. It suspends the compliance with the Morpholine (Quality Control Order) 2020, notified under the BIS Act, 2016. During the break of these 3 months, more Morpholine can be produced, imported, and sold in the Indian market. This can help to reduce the shortage caused by logistics and production challenges. Let’s know more information regarding the update and changes.

What has changed after the Exemption of the BIS Certification of Morpholine?

The Exemption Order was published on 2nd April 2026 in relation to the Temporary Modification made by the Government to the current order; the new provision states that Morpholine products will be exempt from the requirement of meeting Indian Standards, for a specified period of time. In other words, for 3 months, the manufacturer and importer of Morpholine are not required to obtain a BIS Certificate.

Background of Mopholine Quality Control Order 2020

The purpose of the Morpholine Quality Control Order of 2020 was to establish requirements that will help ensure the levels of quality, safety, and reliability as outlined by the Indian Standards. In addition to having a set of requirements established through the Bureau, this order specified the process for obtaining an ISI Mark based on IS 12084. As of October 30, 2024, the order has been revised to further strengthen the compliance requirements associated with this order.

Reason Behind the Exemption of Mopholine Quality Control Order

Given the current state of the world, this major action is taken by the government based on a thorough evaluation of the circumstances. This exemption is a result of disruption to the international supply chain, which has affected both the purchase of raw materials and finished chemical products. This suspension will prevent supply shortages, will contribute to market stability, and will help ensure that Morpholine is readily available for use in the industrial sector. This decision is made in the spirit of public service and balancing regulatory application with the practical needs of the industry.

Impact of Mopholine Exemption Order on Businesses

The government of India has provided a temporary exemption from BIS compliance for Morpholine from April through July of 2026. This will provide many companies throughout the Morpholine supply chain with both benefits and challenges.

Manufacturers of Morpholine will be able to continue to manufacture Morpholine without applying for a BIS Certificate. In India, the elimination of the compliance requirement will relieve pressure on manufacturers to meet BIS regulations and support sustained production levels.

Importers will have an easier time importing their products into India since they won't have to apply for a BIS License before shipping their products to India during this timeframe. Traders and distributors throughout the Morpholine supply chain can provide uninterrupted service to their customers by avoiding delays that result from applying for a BIS Certificate in India.

Conclusion

After experiencing the challenges of fluctuations in global supply chains, the government is providing temporary relief to companies, beginning at the end of March and continuing until the end of September 2023. Although the period of temporary suspension of compliance will help to minimize challenges/risks businesses will face during the global supply chain issues, companies must be prepared for the return to compliance as the deadlines approach.
