The Central Government of India has issued a new notification announcing the important amendment of the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. These changes directly impact the standards that manufacturers and importers must follow under the BIS Compulsory Registration Scheme (CRS). This update is made under Section 16(1), 16 (2), and Section 25(3) of the Bureau of Indian Standards Act, 2016. Earlier, through S.O. 1248(E) dated 18th March 2021, several electronic products were added under the mandatory registration list, requiring compliance with the standards.

 

BIS has superseded two major safety standards- IS 13252 (Part 1) and IS 616. This has been officially replaced with the latest international standard IS/IEC 62368 (Part 1). To implement these updates, the Government has introduced amendments to the CRS scheme

 

Major Updates Under the New Amendment Order

Below, we have mentioned the major updates under the Amendment order published by the Ministry of Electronics and Information Technology: 

  • Indian Standard 13252 (Part 1) Replaced by IS/IEC 62368 (Part 1)

The previous standard for IT equipment safety, IS 13252 (Part 1) with its title "General Requirements for Information Technology Equipment Safety," has been replaced with the new standardised Indian Standard, IS/IEC 62368 Part 1, with the title of "Part 1: Safety Requirements for Equipment Used in Audio and Video Communication Technology."

 

The new standard also adds additional categories to include many types of devices used for 
audio, video, and IT communications into a single set of safety requirements for these devices.

 

  • Indian Standard IS 616  Replaced by IS/IEC 62368 (Part 1)

In addition, IS 616, which was the previous standard for the safety of audio and video devices, has also been replaced by IS/IEC 62368 (Part 1) because IS/IEC 62368 has a common title for both audio and video devices and IT equipment.

 

List of Products Added Under CRS Scheme

A major highlight of this amendment is the addition of Extended Reality products—including Augmented Reality (AR), Virtual Reality (VR), and Mixed Reality (MR)—to the BIS CRS list. These products are now included as Serial No. 65 in the Schedule.

New Entry Added:

  • Goods: Extended Reality Products (AR, VR, MR, etc.)
  • Indian Standard: IS/IEC 62368: Part 1
  • Title: Audio/Video, Information and Communication Technology Equipment – Part 1 Safety Requirements
    This addition ensures safety compliance for rapidly growing XR technology entering the Indian market.

 

Timeline For Manufacturers According to the New Amendment Order

On 1st May 2026, manufacturers can stop using IS 13252 and IS 616 for Products under Serial No. 65. This gives manufacturers time to convert to the upgraded standard IS/IEC 62368.

For all other electronic products under CRS Order:

  • IS 13252 and IS 616 can continue to be used, in combination with IS/IEC 62368, until 1st November 2028.
  • After 1st November 2028, IS 13252 and IS 616 will no longer exist. This provides a long transition window for the industry to implement the updated safety standard into its processes.

The original CRS Order (S.O. 1248(E), 18th March 2021) has been updated multiple times through:
S.O. 1353(E) – 25th March 2021
S.O. 2844(E) – 1st July 2021
S.O. 1929(E) – 26th April 2023
S.O. 1652(E) – 9th April 2024
S.O. 4378(E) – 9th October 2024
S.O. 1363(E) – 20th March 2025
S.O. 4362(E) – 22nd September 2025

 

Conclusion

As the IS/IEC 62368 standard has been implemented for Electric and Electronic Equipment (Spring, 2014), India's electrical equipment safety criteria have now been harmonised with those of other countries. This will allow for more efficient and safer usage of the products manufactured or imported by companies in India, with enhancements to compliance with these standards. In order for companies and their suppliers to maintain access to the Indian market and to be compliant with BIS CRS Registration, both manufacturers and importers must meet the transition timelines set forth by the BIS CRS.
