Latest Update on 3-Month Exemption on n-Butyl Acrylate BIS QCO

Temporary Exemption of the n-Butyl Acrylate Quality Control Order for 3 Months

The Ministry of Chemicals and Fertilizers has issued an important amendment under the Bureau of Indian Standards Act, 2016, to the n-butyl acrylate Quality Control Order (QCO), providing temporary relief to importers from mandatory BIS compliance. The government observed that, given the present global market conditions, the supply chain could lead to a shortage of n-butyl acrylate if strict compliance is continued.

This rule made it mandatory for n-butyl acrylate products to follow specific Indian Standards(BIS Certification) to ensure quality. This order applies from 10th April 2026 to 10th July 2026 to avoid any disruption of supply chains.

Overview of Temporary Exemption of the n-Butyl Acrylate QCO

The government of India has made a temporary exemption for the n-butyl acrylate chemicals. This exemption is valid for 3 months as per Quality Control (Order),2021, through its last exemption order dated 10th April,2026. This exemption order was a response to the ongoing global supply chain disruption that has affected the availability in the Indian market. Importers of these chemicals have received relief from the mandatory compliance with Indian Standards.

What is n-Butyl Acrylate and its uses?

N-Butyl acrylate is a chemical used as a polymer to make plastic-like materials. They are widely used in the manufacturing industry in the production of paints, textiles, and sealants. This rule made it mandatory for n-butyl acrylate products to follow specific Indian Standards(BIS Certification) to ensure quality.

Duration of the Exemption

The exemption from compliance with Indian Standards will be applicable from:

  • Start Date: 10th April,2026
  • End Date: 10th July,2026

After this exemption period ends, the Quality control order is expected to resume normal enforcement before any further notifications.

Impact on Manufacturers and Importers

The temporary suspension of the n-butyl acrylate provides significant relief to:

  • The importers who were facing delays due to certification requirements were given relief for a few months to get prepared.
  • The manufacturers are struggling with sourcing compliant raw materials.
  • Importers and manufacturers have some extra time to comply with QCO Orders and certification requirements.
  • Importers can avoid delays at the port and clearance problems that may arise from pending certification.
  • These reliefs allow the business to operate without regulatory obstruction during the disruption period.

Background of the Quality Control Order (QCO)

The quality control order for n-Butyl Acrylate was introduced to ensure all the products meet specific Indian Standards set by BIS.

  • The BIS Certification must be acquired by importers and manufacturers.
  • Products must carry the required ISI mark.
  • Non-compliant goods are restricted and cannot be sold or manufactured in India.
  • The government has made efforts by passing multiple amendments orders  (June 2022, December 2022, June 2023) to ensure quality control by balancing it with industry needs.

What happens after the exemption period is over?

Once the exemption period comes to an end, certain circumstances may occur:

  • The Registration for Products under BIS Compliance will likely become mandatory again.
  • The Non-compliance product may face penalties and import restrictions.
  • Authorities may increase inspection and enforcement activities.
  • Until the new amendment of extension is issued, the business has to comply with the QCO requirements.

Conclusion

The temporary exemption indicates that the government has released this order to balance the approach between regulation and market stability. While ensuring that the quality standards of the imported goods remain the same throughout, ensuring the product availability during the global disruption is prioritised.

Businesses should use these three months to apply for BIS certification, and utilise this time to get prepared and get their documentation in order.
