Guidelines for Implementation of Revised IS 18112

The Bureau of Indian Standards (BIS) and the Ministry of Electronics and Information Technology (MeitY) have made it mandatory for all television sets in India to comply with IS 18112 Digital Television Receiver for Satellite Broadcast Transmission Specification, in addition to existing safety standards.


These guidelines explain who must comply, what actions are required, and important timelines for manufacturers, licensees, and applicants of Plasma, LCD, and LED televisions.

 

What is IS 18112 under CRS Registration?

Indian Standard IS 18112 specifies the technical requirements for Digital Television (DTV) receivers. These receivers are installed in television sets to receive digital satellite Free-To-Air (FTA) TV and Radio signals. Digital Television Receivers are an integral part of modern televisions and are required to ensure proper reception of satellite broadcast signals.

 

Existing Mandatory Certification for Televisions

Plasma, LCD, and LED TVs/Televisions, covered under IS 616 / IEC 60065, are already under mandatory BIS certification as per MeitY’s Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021.

 

MeitY Orders and Implementation Timeline

Through an Order dated 26 April 2023, MeitY notified that compliance with IS 18112 would be mandatory under the existing BIS CRS Registration  Order, 2021.  The initial implementation date was 26 April 2025. This order was later superseded by MeitY’s Order dated 20 March 2025, which extended the final implementation date to 26 October 2025. According to the latest notification dated September 22, 2025, the final implementation date has been extended to January 26, 2026.

 

As per these orders, all television sets must comply with both:

  • IS 18112 (Digital Television Receiver requirements), and
  • IS 616 / IEC 60065 (Safety requirements).

 

Revision of IS 18112 Standard

Initially, IS 18112 was applicable. The Guidelines for Implementation of IS 18112:

  • Reflect the extended implementation deadline January 26, 2026, and
  • Address cases where TV models already had a Digital Television Receiver at the time of licence grant.

 

Since the revised standard was under publication at that time, the revised guidelines allowed compliance with IS 18112. Indian Standard 18112 has now been officially revised and published as IS 18112 “Digital Television Receiver for Satellite Broadcast Transmission Specification (First Revision)”.

 

Concurrent validity period:

  • After this date, only IS 18112:2025 will be applicable.
  • The major technical changes introduced in IS 18112:2025 are listed in Annexure-1 attached to the guidelines, for general guidance.

Guidelines for Existing Licensees under IS 616

All television sets must comply with:

a). IS 18112 for Digital Television Receivers, and

b). IS 616 / IEC 60065 for safety.

  • Existing licensees must apply for Inclusion of IS 18112 along with a complete test report for IS 616, as per the Guidelines for Change in Scope of Licence (CSoL) under Conformity Assessment Scheme II, Schedule II of the BIS (Conformity Assessment) Regulations, 2018.
  • Existing series guidelines for Plasma/LCD/LED TVs will apply for demonstrating compliance with IS 18112.
  • If existing models already have a Digital Television Receiver, licensees may apply through the “Apply for Standard Revision/Amendment/Essential Requirement” module by submitting:

a). Test report for IS 18112,

b). An undertaking confirming the receiver was already present and tested earlier under IS 616, and

c). A test report where the laboratory mentions the IS 616 test report number within the IS 18112 report, covering the same models.

 

  • After 26 January 2026, models that comply only with IS 616 and not with IS 18112 may be removed from the licence scope.
  • If compliance is not submitted for any model, the licence may be cancelled.
  • Licensees are strongly encouraged to apply directly under IS 18112:2025, along with IS 616, to avoid future reprocessing.

 

Licensees Holding IS 616 and IS 18112

Licensees must submit a declaration by 30 December 2025 confirming that all registered models will comply with IS 18112 by this date. Failure to complete required actions by 30 December 2025 will result in action as per prevailing BIS guidelines.

 

Applications under IS 616 Only

Applications under IS 616 only will be processed as per existing rules . If applicants fail to meet IS 18112 requirements by 26 October 2025, the licence or models will be cancelled. Applicants must submit an undertaking confirming future compliance with IS 18112. Manufacturers seeking certification under both IS 616 and IS 18112 must submit a fresh application as per the Guidelines for Grant of Licence (GoL) under BIS Regulations. After 26 January 2026, no licence will be granted under IS 616 alone.

 

Applications under IS 616 and IS 18112

Below, you can go through the important updates mentioned under the new update of IS 18112:

  • Applications where samples are tested and reports are issued under IS 18112 may be processed until 30 December 2025.
  • Applicants who wish to switch to IS 18112 must submit a declaration confirming compliance by the last date of concurrent validity.
  • New applications under IS 18112 will be accepted only up to 30 December 2025, with a declaration confirming transition to IS 18112.
  • After 30 December 2025, licences will be granted only under IS 616 and IS 18112.

 

Change in Scope of Licence / Inclusion under IS 616 Only

Inclusion requests under IS 616 only will be processed till date in guideline. After 26 January 2026, no inclusion requests will be accepted without IS 18112.

 

Change in Scope of Licence / Inclusion under IS 616 and IS 18112

Requests for change in scope will follow the same rules as applications described above. Requests under IS 18112 will be accepted only up to 30 December 2025. These guidelines come into force with immediate effect.

 

Recommendation for Manufacturers and Licensees

Manufacturers and licensees are advised to apply under IS 18112, along with IS 616, to remain aligned with the latest regulatory requirements and avoid repeat processing.

 

Standard Marking Requirements

There will be one single licence number for both standards, displayed below the Standard Mark. All licensed television sets must display:

  • IS 616 / IEC 60065, and
  • IS 18112

Conclusion

The establishment of IS 18112 is an important move toward standardising the Digital Television Receiver in India and guaranteeing that Satellite Free-To-Air broadcasts may be received reliably. By requiring compliance with IS 18112 as well as IS 616, the Indian Government, through MeitY and the Bureau of Indian Standards are working to enhance product quality, consumer safety and uniformity of Technical Performance of all Television sets. All Manufacturers, Licenses and Applicants are required to comply with these revised guidelines, and are given specific timelines to meet the requirements of IS 18112.
