Introduction to FSSAI License

The Food Safety and Standards Authority of India (FSSAI) is an independent organization set up by the Indian government's Ministry of Health and Family Welfare. The FSSAI's main job is to make sure that food products in India are safe and meet certain standards. To make sure that food products are safe, the FSSAI has made a certification system for all food businesses in India.

This certification is required for all food businesses in India, including those that make, sell, import, or distribute food.

Different levels of registration with the Food Safety and Standards Authority of India (FSSAI)

The Food Safety and Standards Authority of India (FSSAI) has set up a three-tier certification system to make sure that all food businesses in India follow the rules. Here are the three levels:


Basic FSSAI Registration: This is for small food businesses whose annual sales are less than Rs 12 lakhs. The FSSAI needs these businesses to get at least a basic registration.


State FSSAI License: This is for food businesses with between Rs 12 lakhs and Rs 20 crores in sales every year. The FSSAI makes it necessary for these businesses to get a licence from their state.


Central FSSAI License: This is for large food businesses whose annual sales are more than Rs 20 crores. The FSSAI makes sure that these businesses have the licences they need.


Basic Criteria to Get Food Safety and Standards Authority of India (FSSAI) Certificate

To get an FSSAI certification, you have to go through a few steps. Here's how to do these things:


Filling Out the Application Form: The first step in getting an FSSAI certification is to fill out the application form. You can get the application form from the FSSAI website.


Documents: The next step is to send in the application form and all the necessary documents. Proof of identity, proof of address, and other business-related documents are among the documents that must be shown.


Inspection of Premises: Once the documents are turned in, an FSSAI inspector will go to the food business's location to check the facility and make sure it is in line with FSSAI rules.


Getting an FSSAI certificate: If the FSSAI inspector is happy with the facility, the food business will get an FSSAI certificate.

Documents Required for FSSAI Registration

The following documents must be submitted:


• Form A application signed by the proprietor/authorized signatory of the business.

• Certificate of incorporation, partnership agreement, or memorandum and articles of association.

• Photo identification of the Food Business Operator (FBO), i.e., the proprietor/authorized signatory of the business, such as a voter ID card, a driver's license, a passport, a PAN card, or an Aadhar card.

• Specific information on the food goods manufactured by the company.

• A food and health safety management strategy is in place.

• Evidence of office and factory/unit premises occupation, whether in the form of a possession certificate or a leasing agreement.

• Any further supporting documentation, such as a NOC given by the local health department, panchayat, or municipality 


Documents Required for License Application

For the Central License of the FSSAI

Application in Form B signed by the proprietor/authorized signatory of the enterprise.

Personal details of authorized signatories, whether proprietor/partners/directors along with Photo Identification such as Voter ID card, driving license, passport, PAN card, Aadhar card, and contact details

• A business license, a partnership agreement, a memorandum of association,

• Documentation showing that an office or factory/unit is occupied, such as a possession certificate or leasing agreement

Proof of office and factory/unit premises occupancy, Specifics of the culinary items that the company manufactures Sources of raw materials to be used, such as meat, milk, etc. 

Water laboratory report confirming the potability of the water 

Sources of raw materials, such as meat, milk, etc. Plan of the unit that specifies the size and location of each operation 

List of apparatus and equipment to be used, including the name, manufacturer, model, capacity, and quantity of each 

If the unit is export-oriented, a certificate from the Ministry of Commerce in this regard

An IE code issued by the Director General of Foreign Trade

A management plan for food and health safety

Any further supporting records, such as a No Objection Certificate (NOC) given by the municipality, panchayat, or local health department

Form IX

  • A Ministry of Tourism certification.

To get the State License

  • Application in Form B signed by the owner or authorized signatory of the business;
  • Personal details of the authorized signatories, whether they are the owner, partners, or directors, along with a photo ID such as a voter ID card, driving license, passport, PAN card, Aadhar card, and contact information;
  • A business license, a partnership agreement, a memorandum, and articles of incorporation;
  • Documentation showing that an office or factory/unit is occupied, such as a possession certificate or leasing agreement
  • Detailed information on the company's food goods;
  • The sources of the necessary raw ingredients, such as meat, milk, and so forth;
  • A report on the water's analysis that attests to its suitability; • A detailed layout of the unit that specifies the size and space allotted for each activity;
  • List of machinery and equipment to be used along with the name, make and model, capacity.
  • Water analysis report that confirms the water's potability;
  • A detailed layout of the unit indicating its size and area
  • A management strategy for food and health safety that is in place
  • A certificate issued under either the Cooperative Societies Act of 1861 or the Multi-State Cooperative Societies Act of 2002 (in some instances)
  • A plan to recall food goods that have been made and sold on the market

It is required to get an FSSAI License for medium- and large-scale FBO enterprises. Medium-sized FBOs, such as production facilities, marketers, transporters, merchants, and so forth, must also submit an application to the state government. Large-scale FBOs, such as producers, exporters, importers, and so on, must submit an application to the national government.
