Further, AIS 140 regulations are released by the Ministry of Road and Transport in collaboration with the Automotive Industry Standard Committee (AISC) with the intent of creating an Intelligent Transport System.

 Authorized bodies such as the Automotive Research Association of India (ARAI), Automotive Component Manufacturers Association of India(ACMA), and the International Centre for Automotive Technology (ICAT) can implement AIS testing and certification.

Vehicle Fitness:

  • The law contains a provision that mandates automated vehicle fitness testing. This will increase road safety by removing unfit vehicles.
  • The Motor Vehicle Act also proposes penalties for willful violations of safety and environmental regulations. The law regulates the process of testing and certifying cars.
  • It also proposes that car approval agencies be made subject to the Motor Vehicles Act 1988 and that standards be set for vehicle testing.

Why AIS Certification?

The adoption of Central Motor Vehicle Rules (CMVR) after enacting of the Motor Vehicles Act, of 1988; led to the launch of Automotive Industry Standard certification in 1989. AIS is based on the United Nations Economic Commission for Europe (UNECE) standards.

These guidelines were created with two-fold objectives:


  • Improve Road Safety.
  • Creation of Intelligent Transport System.
  • To complement the Strict and effective enforcement of the rules in the Motor Vehicle Act it was necessary to ensure the quality of motor vehicle products (Vehicle Fitness).
  • Focus in AIS Certification is mainly on the technical characteristics of the product and production. Along with AIS Certification, some products are also mandatory for getting BIS certification; AIS is mainly introduced for safety requirements, and so it is mandatory for many types of safety-related products or parts of a vehicle.

At this time, the Automotive Industry Standards have recognized 26 different items as having either an obligatory or optional certification (AIS). Moreover, certification for certain items must be obtained by the BIS.

Glass and Wheels were eligible to get AIS Certification up to 2019, but beginning in 2020, they will be required to obtain BIS Certification instead.

Process of AIS Certification

The steps that must be taken in order to receive the AIS Certification are as follows:


Submission of application

An applicant has to submit the application to the concerned authorities to get the AIS Certification.

Documentation

An applicant has to submit all supporting documents along with the application form, and they also have to pay the requested fee to the Concern Authority.

Factory inspection

Factory inspection is the mandatory part of the certification. It is conducted by the Indian auditors after receiving the application. Factory Inspection can also be done remotely, i.e., by video rather than in person on-site.

Product testing and marking

The product will be tested after submitting the application for AIS Certification. Considering such testing, the product is also promoted appropriately.

Certification 

After the satisfactory Inspection and test report concerned authority will issue the certificate in the Name of the Manufacturer.
